The Steering Committee for the arrangement and consolidation of administrative units of Quang Nam province and Da Nang city has officially issued Plan No. 03 dated June 14, 2025 on organizing the trial operation of the two-level local government model in the new Da Nang city.
This is an important preparation step, connecting the government system with the Party organization, the Fatherland Front and socio-political organizations at the same level.
The trial operation will take place in two phases, including:
Round 1 (21 - 23.6): Trial operation for Da Nang City and communes and wards such as Thanh Khe, Ngu Hanh Son, Hoa Vang (in Da Nang); Tam Ky, Dai Loc, Tien Phuoc (in Quang Nam).
On June 24, a meeting will be held to evaluate and learn from experience.
Round 2 (25 - 27.6): Conducted at the People's Committee of Da Nang City, departments, branches and the remaining communes and wards. On June 28, a comprehensive review and assessment will be conducted.
The Steering Committee emphasized 8 main contents in the trial operation process including: (1) Operation of the document and electronic letter management system for public service in Da Nang City; (2) Receiving and handling feedback from people and businesses via the 1022 Information Portal; (3) Online conference between the city and the facility. (4) One-stop administrative procedure settlement activities, from receipt to return of results;
(5) Experimenting the new leadership mechanism of the Party and the Fatherland Front in wards and communes; (6) Organizing the first session of the People's Council and the first session of the People's Committee at the ward and commune level - through working regulations and work programs; (7) Operating public administrative service centers in localities; 8. Experimenting the operation of the People's Committee of Da Nang City and departments in a consolidated state.
According to Plan No. 03, the trial operation process is not only a stepping stone for streamlining the administrative apparatus, but also an opportunity to listen to practical feedback, thereby flexibly and reasonably adjusting the organization plans.
This is a concrete step for Da Nang City to move towards a model of interconnected - efficient - serving government, towards people being the center of all public administrative activities, when officially merged with Quang Nam.
