The Ministry of Home Affairs is soliciting opinions on the draft Law on Civil Servants (amended), expected to be submitted to the National Assembly at the 10th session, taking place in October.
The regulations on rewarding civil servants are clearly stated by the Ministry of Home Affairs in Article 31 of the draft.
Officials with achievements in work and professional activities will be rewarded according to the provisions of the law on emulation and reward.
In particular, civil servants who are rewarded for outstanding achievements or meritorious services and receive early salary increases, receive bonuses from the bonus fund of agencies, organizations, and units, and are given priority when considering appointment to higher positions if the agency, organization, or unit has a need according to the regulations of competent authorities and regulations of the Government.
The Ministry of Home Affairs said that this proposal inherits current regulations.
In addition to the regulations on commendation, the draft also stipulates that civil servants are considered for exclusion, exemption, and reduction of responsibilities in the following cases:
Must comply with the illegal decision of a superior but have reported according to the provisions of Clause 5, Article 8 of this Law; Having complied with the regulations on authority, order, and procedures, not taking advantage in the process of performing tasks but still causing damage for objective reasons;
Implement the proposal on innovation and creativity permitted by competent agencies, organizations and units and determined by competent authorities to have implemented the policy correctly, with clear motivation, for the common good;
Due to force majeure as prescribed by law; Other cases as prescribed by law and by competent authorities.
The exclusion, exemption, and reduction of responsibilities for civil servants shall be implemented in accordance with the provisions of relevant laws and competent authorities.
