The roadmap for implementing the organization, streamlining the apparatus and arranging administrative units are the contents that National Assembly deputies are interested in when discussing in groups on May 23 (9th Session, 15th National Assembly).
Speaking in Group 13, Politburo member and National Assembly Chairman Tran Thanh Man said that people are currently looking forward to amending and supplementing a number of articles of the 2013 Constitution, amending the Law on Organization of Local Government and a number of laws related to the arrangement and organization of the apparatus.
"Currently, local leaders are absent from some meetings in halls and groups to go to the localities for regular meetings to consider merging provinces and communes," said National Assembly Chairman Tran Thanh Man.
According to the National Assembly Chairman, in mid-June 2025, the National Assembly Standing Committee will pass resolutions on the arrangement of commune-level administrative units and submit to the National Assembly the merger of provincial-level administrative units.
It is expected that the National Assembly will pass a Resolution amending and supplementing a number of articles of the 2013 Constitution and a Resolution merging provincial administrative units on June 24. These resolutions will take effect from July 1, 2025.
"There will be a transition period of 1.5 months. By August 15, 2025, localities must complete the organization and apparatus arrangement.
These are extremely important contents, related to the management, direction and operation of our socio-economic, national defense and security sectors. How to ensure double-digit growth in the period of 2026 - 2030. In 2025 alone, it must grow by 8% or more," said National Assembly Chairman Tran Thanh Man.

National Assembly Chairman Tran Thanh Man also assessed that in the first 4 months of 2025, the most prominent point is the stable macro economy of our country, well controlled inflation, creating a foundation for sustainable growth.
In particular, the exchange rate is kept stable, lending interest rates are reduced, supporting businesses and people to access credit capital; outstanding credit increased by 18.44% over the same period.
Along with that, the export and agricultural sectors also developed; the tourism industry made a breakthrough with 7.67 million international visitors in the first 4 months of the year.
The field of social security is guaranteed, people's lives are improved. The Government and the Vietnam Fatherland Front are determined to complete the elimination of temporary and dilapidated houses by October 2025...
In addition to the achieved results, the National Assembly Chairman also assessed that in the last 6 months of the year, the world situation is still complicated, and do not be subjective.
In particular, trade tensions are forecast to increase and protectionist policies from major economies pose risks to exports and attract foreign investment to Vietnam. This requires flexibility in trade strategies and international negotiations.
In terms of limitations, public investment disbursement is assessed as not meeting requirements, slow progress; slow purchasing recovery in some areas, reflecting that domestic consumption demand is not really strong. The National Assembly Chairman said that these are issues that need to be considered in the coming time.
