The congress took place in the atmosphere of the entire Party, people and army, stepping up emulation to achieve achievements to celebrate the 14th National Party Congress, after Thanh Hoa successfully held the 20th Provincial Party Congress, term 2025 - 2030. Opening the Congress, Chairman of Thanh Hoa Provincial People's Committee - Mr. Nguyen Hoai Anh emphasized that this is an important political event, a "big festival" honoring advanced models, good people and good deeds; at the same time, summarizing and evaluating the results of the past 5 years, pointing out limitations, drawing experience and proposing solutions to promote the patriotic emulation movement in depth in the period of 2025 - 2030.
The report at the Congress shows that over the past 5 years, the patriotic emulation movement and reward work of the province have innovated in both breadth and depth, contributing significantly to the completion of development tasks.
The average GRDP growth rate is estimated at 10.24% per year, ranking 4th in the country; the scale of GRDP in 2025 is estimated at 357,760 billion VND, ranking 8th in the country, highest in the North Central and Central Coast regions. Budget revenue increased by an average of 10.5% per year, belonging to the group of 10 localities with high revenue.
The reward work is strongly shifted in a timely, fair, and practical direction, focusing on small groups and direct employees. During the term, the province had 1 collective awarded the title of Hero of the People's Armed Forces, 1 collective awarded the title of Hero of Labor; more than 170 collectives and individuals were awarded Medals; more than 450 collectives and individuals received Emulation Flags, Certificates of Merit from the Prime Minister and other forms of commendation.
Some advanced examples presented by representatives at the congress show a vivid picture of the emulation movement at the grassroots level.
In the health sector, delegate Le The Anh - Head of the Department of Cardiology of the Provincial General Hospital - mentioned innovations in the application of science and technology, the development of specialized techniques, and improving the quality of medical examination and treatment, in which the cardiovascular system has become a bright spot in Thanh Hoa healthcare.
In the armed forces, Lieutenant Colonel Le Trong Tai - Head of the Fire Prevention, Fire Fighting and Rescue Police Department of the Provincial Police - emphasized the motto of putting the safety of people's lives first, the spirit of being ready to attack regardless of day or night, requiring courage, dedication and compassion in each rescue and relief mission.
From the highlands, delegate Thao Thi Me - Chairwoman of the Nhi Son Commune Fatherland Front Committee - shared models of mobilization, gathering people, promoting the strength of great national unity associated with preserving cultural identity, creating social consensus to bring emulation movements into depth.

On behalf of the State leaders, Vice President Vo Thi Anh Xuan congratulated the province on its comprehensive results. According to the Vice President, Thanh Hoa is facing great opportunity to become a leading province, a model province, towards the goal of being beautiful, civilized, and happy in 2045 according to the aspirations set by the 20th Provincial Party Congress.
"It can be said that wherever we go, in any field, at any time in this land, we can see shining examples, meaningful actions, noble and humane gestures, both inheriting the good values of our homeland and adapting to new requirements and new trends of the country" - the Vice President emphasized.
The Vice President suggested that the province promote the heroic tradition, overcome limitations, uphold the responsibility of setting an example, tighten discipline and order; draw profound lessons in Party building, perfect the political system, especially in sensitive and complex areas.The emulation movement needs to continue to strongly innovate, closely following Ho Chi Minh's ideology on patriotic emulation, closely linked to the task of economic, social, national defense and security development; becoming an important spiritual driving force, arousing pride and aspiration for development, nurturing the good values of the Thanh people: patriotism, steadfastness, diligence, creativity, daring to think, daring to do, daring to take responsibility for the common good.
The Vice President requested that the reward work must be comprehensively, promptly, fairly, substantially, with exemplary value and widely spread. Pay more attention to the grassroots, mountainous areas, ethnic minority areas and the direct labor and fighting forces; promote propaganda and replicate typical examples.
