On December 28, Standing Deputy Prime Minister Nguyen Hoa Binh and the working delegation had a working session with the Standing Committee of Thanh Hoa Provincial Party Committee on solving difficulties and obstacles for backlog projects in the province.

Also attending the working session were Mr. Nguyen Doan Anh - Secretary of Thanh Hoa Provincial Party Committee - along with representatives of leaders of central agencies, ministries, branches and Thanh Hoa province.
Reporting at the working session, Mr. Nguyen Hoai Anh - Chairman of Thanh Hoa Provincial People's Committee - said that implementing the direction of the Prime Minister and Steering Committee 751, the Standing Committee of the Provincial Party Committee and the Provincial People's Committee have focused on leading and directing drastically the work of reviewing, classifying and handling backlog projects.
Through review, the whole province currently has 423 long-standing projects, including 112 public investment projects and 311 direct investment projects, projects using land. The difficulties and obstacles mainly focus on compensation and site clearance; legal procedures on land, planning, land prices; capacity of investors, contractors, and some other objective reasons.

To date, Thanh Hoa province has completed or basically removed obstacles for 8 public investment projects; the remaining 104 projects are being deployed for handling according to the plan. For business investment projects, 63 projects have completed their tasks, some of which have been terminated in accordance with legal regulations; 248 projects are continuing to be removed according to the roadmap. The Provincial People's Committee also proposed that the Central Government pay attention to directing the removal of difficulties for projects, especially some key projects.
At the working session, leaders of central ministries and branches exchanged and answered difficulties and obstacles related to land allocation for payment for investment projects in the BT form; production and business investment projects; commercial, service, and housing projects. At the same time, it was requested that Thanh Hoa province continue to coordinate to review some remaining issues to have appropriate handling solutions.
Speaking at the conclusion of the working session, Standing Deputy Prime Minister Nguyen Hoa Binh acknowledged and highly appreciated the active involvement of the Provincial Party Committee and Thanh Hoa Provincial People's Committee in focusing on solving difficulties and obstacles for backlog projects in the area.

The Deputy Prime Minister requested the Provincial Party Committee, Thanh Hoa Provincial People's Committee and relevant departments and agencies to comprehensively review and specifically classify each project: projects that meet the conditions to continue will be facilitated for implementation; projects that need adjustment will urgently complete procedures; for projects that violate and are incapable of implementation, they must be resolutely revoked in accordance with legal regulations, not allowed to be dragged on and prolonged.
In addition, Thanh Hoa province needs to proactively coordinate with central ministries and branches, develop specific handling plans for each project; clearly define each task; specifically assign coordinating agencies and responsibilities of heads. Issues beyond authority need to be promptly reported to the Government for consideration and decision.
The Standing Committee of Thanh Hoa Provincial Party Committee promotes the role of comprehensive leadership, tightens discipline and administrative order, and enhances political responsibility to the Party, State and People. Decisively handling backlog projects will create important resources for Thanh Hoa province to develop quickly and sustainably in the coming time.
