On the morning of November 11, General Luong Tam Quang - Politburo member, Minister of Public Security authorized by the Prime Minister presented the draft Law on Drug Prevention and Control (amended).
According to Minister Luong Tam Quang, the draft law supplements regulations on controlling legal activities related to drugs to strictly control and create a favorable legal basis for businesses to develop the economy.
The draft law also clearly stipulates that illegal drug users must "provide complete and accurate information about the drug from which it was obtained and their illegal drug use to the police at the commune level where they reside".
The draft law also stipulates the period of drug rehabilitation, the drug rehabilitation process, the management of illegal drug users, drug rehabilitation people at home and in the community; people under 18 years old who are compulsory or voluntarily discharged from compulsory drug rehabilitation facilities, people from 12 years old to under 18 years old who are compulsory or voluntarily discharged from reform schools.
According to the draft law, the drug addiction treatment period for first-time drug addicts is 24 months, for drug addicts with a second time or more is 36 months.

Reviewing the draft law, Chairman of the Committee on Culture and Society Nguyen Dac Vinh said that the majority of opinions of the Committee agreed with the regulation on increasing the time limit for drug addiction treatment.
The review agency recommends studying more appropriate regulations on the duration of drug addiction treatment.
" Especially for first-time drug addicts, drug addicts are those who are raising young children, children have a shorter drug addiction treatment period or the regulation is not more than 24 months for first-time drug addicts, not more than 36 months for drug addicts from the second time onwards", said Mr. Nguyen Dac Vinh.
When reviewing, there were opinions suggesting studying the regulation of the drug rehabilitation period in the direction that for subjects with compulsory drug rehabilitation, the implementation period is as prescribed in the draft law. As for subjects who voluntarily quit drug addiction at home and in the community, it is necessary to stipulate an appropriate time limit.
Regarding compulsory drug rehabilitation for people aged 12 to under 18, according to the review agency, organizing compulsory drug rehabilitation for this group of subjects at reform schools will facilitate the organization of cultural learning, vocational training, and reform according to regulations.
"However, the only compulsory drug rehabilitation at reform schools will have some limitations and shortcomings," Mr. Vinh stated.
Therefore, the inspection agency proposed to continue studying the regulations in the direction that compulsory drug rehabilitation for people aged 12 to under 18 years old is carried out at reform schools; assigning the Minister of Public Security to regulate the expansion of compulsory drug rehabilitation for people aged 12 to under 18 at other qualified drug rehabilitation facilities.
