From the ideological core to the street light
Since its establishment until the early days of the struggle for independence, our Party has identified ideological work as a sharp "weapon" for enlightenment and mass mobilization. The first propaganda cadres, with leaflets and lectures on Marxism-Leninism, contributed to lighting up revolutionary ideals and fostering trust in the Party.
After 95 years, the propaganda sector has always gone ahead, opening the way. During the resistance war, it was a flame to cheer on the movement "Guyet ban chong", "Ba prepar", "Year of volunteering". When the country was unified and entered the process of innovation, propaganda continued to lead social awareness, explain and disseminate new concepts such as "shared-oriented market mechanism", "private economy", contributing to building political and social consensus. 2025 marks an important turning point when the propaganda and mass mobilization sector is merged into a unified bloc. This is not only a reform of the apparatus, but also a strategic step forward in improving the effectiveness of propaganda and mobilization of the people, linking theory and action.
Associate Professor, Dr. Dao Duy Quat - former Deputy Head of the Central Committee for ideology and Culture - said: "The Party's propaganda and mass mobilization work must be worthy of the propaganda role of "going ahead - paving the way, going along - developing, going behind - summarizing". It must be placed in the context of the country entering a new era, an era of national growth, that is the era of breakthrough and accelerated development under the leadership of the Communist Party of Vietnam, successfully building a socialist Vietnam, the ultimate goal is rich, strong, democratic, fair, civilized, prosperous and happy".
Promoting role in the new situation
In the period of comprehensive and profound innovation, our Party has issued many breakthrough resolutions, shaping the vision and direction of national development in the new era. For those orientations to come into life and become concrete actions, propaganda and mass mobilization work plays a particularly key role - not only as a bridge between the Party and the people, but also a force leading awareness, orienting public opinion and strengthening social consensus.
Four major resolutions of the Politburo in less than a year - Resolutions 57, 59, 66 and 68 - are four important pillars that laid the foundation for the country's breakthrough development. But the journey to spread these decisions in society, penetrate deeply into each cadre, party member and people of all walks of life, requires the synchronous, flexible and persistent participation of the propaganda - mass mobilization system from the Central to the grassroots level. A typical example is Resolution No. 68-NQ/TW dated May 4, 2025 on private economic development, the role of propaganda and mass mobilization is to "unblock awareness", clarifying the difference between the genuine private economy and fraudulent and profitable manifestations.
Through advanced models, businesses operating in accordance with the law, with social responsibility - propaganda work will create a spread, encourage the spirit of entrepreneurship, production and business among the people. The whole country is strongly implementing the arrangement of administrative units, streamlining the apparatus and reorganizing the two-level local government model. Propaganda and mass mobilization work at this time must not only be the one to convey the resolution, but must also be the one to "fall in the hearts of the people", thereby having a reasonable communication scenario, effective dialogue and building consensus from the grassroots.
On July 31, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission, Head of the Steering Committee Nguyen Trong Nghia chaired the Conference to review the first 6 months of the year, deploy tasks for the last 6 months of 2025 organized by the Steering Committee for Foreign Information Work. Speaking at the conference, Head of the Steering Committee Nguyen Trong Nghia affirmed that foreign information work is an important part of the political, ideological and foreign affairs work of the Party, State diplomacy, and people's foreign affairs. This is also a regular and long-term task of the entire political system under the leadership of the Party.
