On April 3, in Can Tho City, the Delegation Work Committee held a Workshop to collect opinions on the draft Law on Election of National Assembly deputies (NADs) and People's Council deputies (amended).
Chairman of the Delegation Work Committee Nguyen Thanh Hai emphasized that the election of National Assembly deputies and People's Council deputies (HDND) is an important political event, demonstrating the people's mastery, and is a mechanism for the people to directly select representatives who deserve to participate in state power agencies.
The amendment, supplementation and completion of the Law on Elections of National Assembly deputies and People's Council delegates aims to ensure fairness and transparency in the election process, further improving the quality of elected delegates, while being consistent with the socio-economic development context of the country.
Chairman of the Delegate Committee noted that the amendment of this law is placed in the overall arrangement and streamlining the state apparatus in accordance with the Conclusion No. 127-KL/TW of the Politburo and the Central Resolution, and at the same time amending and supplementing a number of articles of the Constitution with the policy of implementing a 2-level government model.
The Chairman of the Delegation Work Committee said that this is an important issue, having a great impact on the organization of the local government apparatus and election work in the coming time.
Commenting at the workshop, delegates said that the People's Committees at the commune level decide on voting areas, ensuring flexibility and suitability with local realities, the People's Committees at the provincial level do not need to approve but can issue general guidelines, inspect and supervise to ensure consistency throughout the province.
It is necessary to apply science and technology, apply digital transformation in preparing and listing candidates.
Regarding election campaigning, the form of contact with voters is direct, online and other forms, so it is necessary to clarify what other forms are to avoid abuse and lack of transparency in election campaigning.
Regarding the voting time set at 5:00 p.m., the delegate suggested extending it to 7:00 p.m., in special cases until 9:00 p.m. to facilitate those who have to work far away and work overtime.
Delegates also expressed concern about the time and number of 16th term National Assembly deputies, the draft Law stipulates no more than 500 people; proposed to reduce the number of concurrently active National Assembly deputies to increase the number of full-time National Assembly deputies to 40% - 50%.
Chairman of the Delegation Affairs Committee Nguyen Thanh Hai said that the drafting agency will absorb and study to complete the draft Law on Elections of National Assembly deputies and People's Council deputies (amended).
