Hanoi City is committed to being proactive in new and difficult tasks; taking science and technology, innovation and digital transformation as motivations to improve management efficiency.

On the afternoon of July 1, in Hanoi, the Central Steering Committee for Science, Technology, Innovation and Digital Transformation organized a national conference to summarize 1 year and 6 months of implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

At the conference, Mr. Nguyen Van Phong - Deputy Secretary of the Hanoi Party Committee presented a paper on solutions to operate the two-level local government model on a digital platform, creating a database; experience in deploying the Innovation Center.

In which, Mr. Nguyen Van Phong emphasized: "From the practical implementation, Hanoi City clearly realizes: The 2-level local government model is not only to reduce the middle class but also a fundamental step to innovate management methods in the direction of streamlining the apparatus, streamlining processes, developing data, clarifying responsibilities and enhancing responsibility to serve the people.

On that basis, the city has focused on a number of key task groups and solutions such as operating a 2-level government associated with task management on a digital platform. Hanoi has deployed a common digital workspace system (HanoiWork) to monitor tasks seamlessly, clearly defining responsibilities to each agency, unit, and each official. To date, HanoiWork has deployed to 179 units, with more than 77,000 officials participating, and nearly 240,000 jobs have been created and monitored synchronously.

Hanoi has implemented the model of a centralized and unified Public Administrative Service Center, regardless of administrative boundaries; receiving and resolving over 700,000 dossiers regardless of residence; completing the restructuring of more than 2,000 administrative procedures; the rate of data reuse reached over 97%. Along with that, iHanoi is promoted as a legitimate digital interaction channel with people and businesses with 6.21 million accounts, 186 million accesses, and more than 107,000 reflections and recommendations received and processed promptly.

In addition, Hanoi develops data on the operating platform of the 2-level government, reducing the requirement for people to provide information and existing documents,... The city also implements the establishment of the Innovation Center.

Deputy Secretary of the Hanoi Party Committee clearly stated that the breakthrough in the coming time is to make science and technology, innovation and digital transformation truly become the driving force for economic restructuring and innovation of the growth model of the Capital.
