On the morning of January 10, at the City Party Committee headquarters, General Secretary To Lam and Politburo members: Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, Minister of Public Security Luong Tam Quang visited and worked with the Standing Committee of the Hanoi City Party Committee on the proposal to build a Master Plan for the Capital with a 100-year vision associated with perfecting institutions, meeting the socio-economic development model and implementing the double-digit growth target.
This is the first working session in the new year 2026 of Party and State leaders with Hanoi, showing the Party and State's special concern for the Party Committee, government and people of the Capital.

Interested in the "green" and "number" trends
Speaking at the working session, National Assembly Chairman Tran Thanh Man highly appreciated the serious, methodical, and thoughtful preparation of the Hanoi City Party Committee; and expressed his impression and congratulations on the outstanding results Hanoi has achieved in the past term, reflected in many specific socio-economic targets, which are of great significance.
The National Assembly Chairwoman requested Hanoi to analyze and clarify the main drivers that created the impressive growth rate in the past, from attracting foreign investment, domestic economic growth or the harmonious combination of many factors.
For the master plan of the Capital with a 100-year vision, there needs to be a long-term, scientific, stable approach, avoiding being outdated in the face of rapid changes in the domestic and international context. Hanoi is also recommended to learn from the experience of major cities in the world, proactively hire international consultants to improve the quality and feasibility of planning, thereby building the image and position of the Capital.
Speaking at the working session, Prime Minister Pham Minh Chinh praised Hanoi for carefully preparing the working contents to proactively seek opinions from Party and State leaders on major orientations for the development of the Capital in the coming time. In particular, Hanoi has proactively proposed to the Central Government and was approved by the National Assembly Resolution No. 258/2025/QH15 on piloting a number of specific mechanisms and policies to implement large and important projects in the Capital.
Regarding the task of Capital Planning, Prime Minister Pham Minh Chinh suggested that thinking and vision must be long-term. Planning must ensure maximum exploitation of potentials, competitive advantages, and differences such as Hanoi having the Red River, Ba Vi area, 36 streets and wards, Hanoi with thousands of years of civilization... Good exploitation of potential will create greater and more effective synergy on the basis of conservation and breakthrough, comprehensive, and inclusive development. Planning also needs to pay attention to the current trends of "green" and "number"; good exploitation of high-altitude space, low-altitude space, underground space...
Prime Minister Pham Minh Chinh also reminded Hanoi that the issues in the Capital Plan are: Removing bottlenecks in traffic congestion, urban order, flooding, environmental sanitation, food safety; regional connection, international connection; industrial development in the direction of science and technology, innovation, digital transformation; development of services, culture, education and training; human resources; financial resources...
Create pioneering development models
Speaking to direct the working session, General Secretary To Lam emphasized that this is an event taking place in the context of the entire Party preparing for the 14th National Congress of Delegates, which is important in clearly defining the position, role and mission of Hanoi Capital in the new development phase. Hanoi is placed in a strategic position, not only as a large locality but also as a center with a leading, constructive and spreading role for the common development of the country.
The General Secretary said that the Central Government is researching and preparing major policies to transform the country's development model, establish a new growth model based on science and technology, innovation and digital transformation. These are long-term strategic issues, requiring methodical and cautious preparation to be able to implement effectively as soon as they are promulgated. In that process, Hanoi needs to take the lead, proactively adapt and create pioneering development models.
Emphasizing the requirement to build a safe, disciplined, and civilized social environment, the General Secretary affirmed that the consistent goal is to improve the quality of people's lives, ensuring that all people live in a safe, orderly, and healthy environment. In building a socialist rule-of-law state and fighting against corruption, wastefulness, and negativity, Hanoi must be a typical area in terms of discipline and order, creating trust for people across the country and international friends.

Appreciating the results that Hanoi has achieved in the past time, the General Secretary acknowledged the innovation in leadership and administration in the direction of tightening discipline, promoting personal responsibility, linking responsibility with specific results; gradually overcoming the situation of evasion and pushing. The city has made clear changes in handling pressing and prolonged issues such as environmental pollution, flooding, traffic congestion; especially the progress in site clearance for key traffic projects, creating consensus among the people.
However, the General Secretary also pointed out that the potential and advantages of the Capital are still very large, while challenges regarding transportation, environment and urban governance quality are still present, requiring fundamental, synchronous and sustainable solutions. Effective ways of doing things need to be summarized and replicated into effective models, contributing to the implementation of the Party's major policies.
The General Secretary highly appreciated Hanoi's proactive proposal to build a Master Plan of the Capital with a 100-year vision, considering this an important tool to concretize the development vision, mobilize resources, attract investment and ensure sustainable development, adapting to domestic and international fluctuations. In the new period, the country cannot develop according to old inertia; Hanoi must be positioned and operated as a center of national construction and development, towards advanced standards in the region.
Orienting key tasks, General Secretary To Lam requested Hanoi to build strategic planning, taking people and quality of life as the center, developing harmoniously between modernity and tradition; becoming a center of innovation, knowledge, convergence and spread of scientific, cultural, and educational values.
Regarding development institutions, it is necessary to innovate the thinking of decentralization and delegation of power associated with clear responsibilities, discipline, transparency, and close coordination of central ministries and sectors. Hanoi's growth model must be based on science and technology and innovation, making practical contributions to the common development goals of the country.
