On the morning of October 1, at the opening session, Ha Tinh Provincial Party Secretary Nguyen Duy Lam presented the Political Report of the 19th Ha Tinh Provincial Party Committee, to the 20th Ha Tinh Provincial Party Congress.
The 20th Ha Tinh Provincial Party Congress with the motto "Solidarity - Democracy - Discipline - Breakthrough - Development" and the theme "Building a clean and strong Party and political system; promoting the tradition of solidarity, cultural values, people and high-quality human resources of Ha Tinh; innovation, creativity, comprehensive development, speed and sustainability".
The political report has set out a number of targets to strive for by 2030, including: Average income per capita reaches 80 million VND; Export turnover reaches 4 billion USD; Average state budget revenue growth rate reaches 10%; Total investment capital implemented in the area for the entire period reaches 320,000 billion VND;
Strive to have 18,000 - 20,000 enterprises operating in the economy; The proportion of added value of the digital economy in GRDP is 15-20%; Ranking digital government activities in the group of 15/34 leading provinces and cities nationwide; The urbanization rate is 38%.
There are over 90% of kindergartens, primary schools, secondary schools, over 80% of public high schools and at least 80% of vocational training institutions that meet national standards.
Complete universal preschool education for children aged 3 to 5 years; At least 85% of people of high school age have completed high school and equivalent.
From 2026, people will have regular health check-ups or free screening examinations at least once a year. By 2027, there will be at least 4 doctors/health stations; There will be at least 14.6 doctors and 45 beds per 10,000 people.
By 2030, the proportion of the working force of social insurance age will reach 36.2%.
The rate of trained workers reached 85%; The rate of multidimensional poor households decreased by an average of 0.5%/year; The rate of rural people using clean water that meets standards reached 80%; The rate of domestic solid waste collected and treated reached 98%.
Regarding national defense and security, the rate of communes and wards meeting safety standards on security and order reached 95%, a comprehensively strong facility meeting national defense and security requirements in the new situation reached 97%; The minimum rate of communes and wards without drugs reached 50%.
The 2025 - 2030 term continues to set out 5 key tasks and 3 breakthroughs.
In particular, 3 breakthroughs include: Promoting digital transformation on three pillars of building a digital government, developing a digital economy, promoting a digital society and public administration, ensuring effective service to people and businesses.
Focus on developing, attracting and promoting high-quality human resources; build a team of cadres, especially grassroots cadres with prestige, theoretical qualifications, practical capacity, drastic and effective actions, meeting development requirements in the new situation.
Develop synchronous and modern infrastructure, attract strategic investment projects, focusing on large-scale industrial parks and clusters, logistics, transportation connecting economic zones, industrial parks, tourism, border gates with the national transport system; infrastructure of high-speed railway station areas. Building and expanding Vung Ang Economic Zone to become an industrial - energy - seaport - logistics center of the region and the whole country.
The Congress documents are a crystallization of the collective intelligence, will, and development aspirations of generations of cadres, party members, people, homeland children across the country, experts, and scientists.
