For projects with difficulties and obstacles, the Permanent Deputy Prime Minister said that the Government will have a national conference on removing difficulties for projects. Through this conference, the Permanent Deputy Prime Minister believes that Hai Phong's backlog projects will be considered and thoroughly resolved, thereby unlocking resources to bring into the economy, serving the socio-economic development of the locality.
Deputy Prime Minister Nguyen Hoa Binh emphasized that Hai Phong is an important growth zone of the country with a large economic scale. On October 6, 2025, Prime Minister Pham Minh Chinh signed Decision No. 2179/QD-TTg assigning members of the Government to preside over working with localities on the situation of production and business, public investment, import-export, infrastructure construction, social housing, national target programs and the implementation of local government at both levels. According to this Decision, Permanent Deputy Prime Minister Nguyen Hoa Binh is assigned to work with Hai Phong City and Quang Ninh Province.
