On December 11, after 2.5 working days, with a high sense of responsibility before the Party Committee, government and people, the 32nd Session (regular session at the end of 2025) of the 16th City People's Council, term 2021-2026, completed the entire proposed program.
Speaking at the closing session, Chairman of Hai Phong City People's Council Le Van Hieu acknowledged and highly appreciated the efforts of the City People's Committee, all levels, sectors and the team of cadres, civil servants and public employees; the joint efforts of all classes of people and the business community of the whole city have proactively overcome difficulties, actively contributing to the overall development results in 2025. With many positive and comprehensive results, in 2025, the city's economic growth is estimated at 11.81%; state budget revenue exceeds the central budget estimate by 27.4%; of which land use fee collection increases by 1.6 times the estimate; domestic investment attraction increases by 8.3 times over the same period; the number of newly established enterprises exceeds 20% of the plan with capital increasing by 1.95 times in 2024.
In addition to economic and cultural development and ensuring social security, there is always attention paid to implementation. The city has marked with a series of outstanding economic, cultural and political events; building a brand and prestigious position with international partners. The government apparatus in the city has gradually operated stably, gradually becoming more disciplined and effective. The material and spiritual life of the people continues to improve; social security is guaranteed; national defense potential is consolidated; political security and social order and safety are maintained.
At the meeting, the City People's Council also analyzed and clarified the remaining limitations and proposed many feasible solutions to overcome and remove difficulties and obstacles. Through the discussion of the delegates, the inspection reports of the departments, the City People's Council voted to approve the Resolution on socio-economic development tasks in 2026 with many key solutions and affirmed that this is a very important time to lay the foundation for the implementation of development goals in 2026 and the entire period of 2026 - 2030. Therefore, the Chairman of the City People's Council suggested that the whole city should continue to promote the spirit of solidarity, determination, proactiveness in improving the effectiveness and efficiency of management and performance of public duties to maximize growth space, opportunities and resources for development.
Regarding the Resolutions that have just been approved by the People's Council, the City People's Council has discussed and approved 47 Resolutions on the basis of closely following the provisions of law, policies and instructions of the Central and the City Party Committee. During the discussion, the City People's Committee has absorbed and clarified the issues of concern to delegates, and provided additional information, data, and grounds for delegates to consider carefully before deciding. These mechanisms and policies will become an important legal basis and will have a profound impact, being a lever to promote socio-economic development, ensuring the direction and operation of authorities at all levels, and solving urgent civil issues of the city.
Therefore, immediately after this session, the Chairman of the City People's Council requested the City People's Committee, all levels, sectors, localities, and units, according to their assigned functions and tasks, to develop specific plans, proactively organize implementation, ensuring that the resolutions are organized to be implemented as soon as possible, as quickly as possible, and to promote high efficiency.
