Deadline for completing the provision of online public services at the commune level

The Government requires the completion of the provision of online public services under the authority of the commune level before August 15 and the provincial level in 2025.

The Government Steering Committee on science, technology development, innovation, digital transformation and Project 06 (Steering Committee) issued Notice No. 408/TB-VPCP concluding the 3rd meeting of the Steering Committee on implementing tasks for the last 6 months of 2025.

The Steering Committee requires acceleration, breakthrough, speed, and boldness in implementation, serving the goal of operating the new political apparatus smoothly and effectively; shifting from management administration to service administration, taking people and businesses as the center.

Notably, the Steering Committee requires accelerating the restructuring of the 100% administrative procedure process, providing online public services on the National Public Service Portal, ensuring unity, synchronization, administrative boundaries, saving time and costs.

Complete the provision of online public services under the authority of the commune level before August 15, 2025 and the provincial level in 2025.

Ministries and branches organize propaganda for people to proactively authenticate and integrate documents into electronic identification accounts for use when conducting transactions.

Encourage people to perform 100% in the electronic environment for 25 full online public services in Plan No. 02 of the Central Steering Committee, striving to only receive documents in the electronic environment by October 1, 2025.

The Provincial People's Committee directs the Public Administration Centers at all levels and one-stop departments to arrange enough means, machinery, equipment and human resources for cadres, civil servants, and youth union members to guide and support people to perform public services in the online environment.

After more than a month of implementing the 2-level government model and operating the Public Administration Service Center, many localities are continuing to remove obstacles in public services to make the " really" operate more smoothly and effectively.

According to statistics from the Government Office, Hai Phong City is continuously in the group of localities leading the country in the number of synchronized records on the National Public Service Portal.

Of which, from July 1 to July 15, the city ranked 4th out of 34 provinces and cities; from July 16 to July 21, it ranked 3rd out of 34; July 22, it ranked 8/34; and from July 23 to July 28, the city took the lead, ranking 3rd out of 34 provinces and cities.

To continue perfecting the 2-level local government model, Hai Phong City recommends that the Ministry of Justice urgently correct technical errors in the civil status database, ensuring synchronous and smooth operation on the system.

At the same time, it is recommended that the People's Committees of communes and wards focus on updating 100% of documents to the information system for handling administrative procedures and focus on improving the professional qualifications of cadres and civil servants through training courses and fostering professional skills.

From now until the end of 2025, Hai Phong City aims to: at least 60% of administrative procedure records will be received online; 80% of records will be processed completely in the digital environment; 100% of records will be digitized and electronic results returned; in particular, 100% of administrative procedures related to businesses will be carried out online, regardless of administrative boundaries.

In Dong Nai, the results of the assessment of the index set serving people and businesses in July 2025 of Dong Nai province reached 74.05/100 points, ranking 5th out of 34 provinces and cities.

The Provincial People's Committee issued a plan to implement a 30-day campaign to increase the rate of digitalization of online records, public services, and online payments in the area; requiring the arrangement of seconded staff to support communes and wards that are facing many difficulties in handling administrative procedures in the land sector.
