Supporting people to repair houses damaged by storms and floods, not letting anyone suffer from scenes

The Prime Minister requested quick support for people to repair houses damaged by storms and floods, rebuild collapsed houses, and prevent anyone from being "shelved from the sky".

At noon on October 9, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to assess the situation and direct the implementation of a number of urgent measures to overcome the consequences of storm No. 11 and post-storm floods.

According to the report of Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep, as of October 9, natural disasters across the country have left 238 people dead or missing, 367 people injured, and 258,000 houses damaged or had their roofs blown off. The total estimated damage to date is 33,549 billion VND.

As of 6:00 a.m. on October 9, due to the consequences of storms and natural disasters after storm No. 11, 15 people have died and gone missing, 7 people are injured; 221,000 houses are flooded, nearly 17,000 houses are damaged.

There have been 23 dike incidents in Thai Nguyen, Bac Ninh and Hanoi provinces on the Cau and Thuong rivers; but up to this point, no main dike section has broken and overflowed, despite historic floods.

Speaking at the meeting, the Prime Minister requested to continue reviewing and mobilizing forces, vehicles, including aviation, at all costs to access isolated areas to supply necessities.

The access and sending of relief goods must ensure safety, hygiene and efficiency; absolutely do not let people lack food, clothing, or go hungry or cold.

The Ministry of National Defense, the Ministry of Public Security and localities support clothes, blankets, tarpaulins, food, drinking water, disinfectants, and medicine to be able to immediately use them for isolated areas and those in need.

The Ministry of National Defense, the Ministry of Public Security, the Ministry of Agriculture and Environment, and localities deploy forces to be ready to support localities in protecting dykes on vulnerable and dangerous dykes.

Strengthen military forces, police, and socio-political organizations to support people in cleaning up houses, headquarters, roads, environmental sanitation, disinfection, and issuance of national reserves for quick and effective implementation.

The Prime Minister requested to quickly support people to repair damaged houses, rebuild collapsed houses, ensure temporary accommodation for people, and prevent people from being "shelved".

The Ministry of Finance directs competent agencies to coordinate with relevant agencies and units to resolve insurance payments; banks and credit institutions to implement support policies on capital to restore production, business and livelihoods for the people.

The Ministry of Education and Training, the Ministry of Health, and localities focus on restoring educational and medical facilities, using reserve resources for this in emergency situations, and preventing corruption and negativity; cannot leave shortage of treatment facilities for patients and schools and classrooms for children.

Regarding a number of long-term tasks, the Prime Minister directed the Ministry of Agriculture and Environment and the Ministry of Construction to guide the adjustment of planning related to dykes, transportation, electricity, water, irrigation, and localities to proactively implement projects to overcome infrastructure incidents.

It is necessary to review means, equipment, and warehouses for natural disaster prevention and response; increase survey, assessment, construction, and implementation of projects and plans to invest, upgrade, and complete essential infrastructure.
