The National Assembly has passed the Law on Higher Education (amended), this law takes effect from the beginning of January 2026.
This Law stipulates higher education activities; organization and operation of higher education institutions; powers and responsibilities of organizations and individuals participating in higher education; responsibilities of the State in managing and developing higher education.
In which, this law reserves a separate chapter to regulate finance and assets.
Accordingly, the state budget for higher education is allocated according to the principles stipulated in the Law on Education and based on the specific mission, quality, and operational efficiency of higher education institutions.
The state budget ensures or supports funding for human resource training in some industries and fields according to mechanisms such as, ensuring funding for teacher training, talent training; people studying industries in the fields of artistic and sports talents;
Support funding for training in basic sciences, specialized majors, majors necessary for national development but difficult to attract learners;
Granting scholarships to people studying doctoral programs, people studying key engineering majors, strategic technology, core technology; ordering or assigning training tasks to people studying majors in priority fields.
The Government stipulates the right to financial autonomy, assets, and investment of public higher education institutions, including the mobilization, reception, management, and use of legal resources at home and abroad; preferential mechanisms according to the provisions of law; accountability, transparency, and accountability.
The law also clearly stipulates tuition fees and service fees to serve and support higher education activities.
Accordingly, the training institution determines the tuition fee level according to the principle of ensuring cost repayment and having reasonable accumulation, ensuring quality; the tuition fee level of public higher education institutions is implemented according to the Government's regulations.
Training institutions must publicize training costs, tuition fees, enrollment service fees, and other service fees for each level, academic year, and entire course;
It is responsible for deducting a part of the revenue source to implement tuition fee exemption, reduction, and support for students in difficult circumstances, students who are policy beneficiaries according to the provisions of law and the separate policies of the training institution.
The fees for enrollment services and other fees for services serving and supporting higher education activities are determined on the principle of calculating sufficient reasonable costs, actual arising costs, ensuring transparency and correct purpose of use.
