The Government Office has just issued Circular 03/2025/TT-VPCP guiding the implementation of administrative procedures according to the one-stop, one-stop mechanism at the one-stop department and the National Public Service Portal.
The Circular has guided personnel assigned to work at the one-stop department at all levels, the Public Administration Service Center.
Based on the personnel proposals of units under the ministry, the Ministry Office, ministerial-level agencies or specialized units on administrative procedure control of the ministry, ministerial-level agencies synthesize and submit to the minister and the head of the ministerial-level agency for approval the list of personnel or personnel changes sent to work at the reception and return of results department.
The personnel plan includes a list of official personnel, reserve personnel, specific tasks, and expected dispatch time.
In case the department receives and returns results at the agency, unit under the ministry, or ministerial-level agency, the approval of the list of personnel shall be sent to the department receiving and returning results according to the decentralization of the minister or head of the ministerial-level agency.
At the provincial level, based on personnel proposals, the Provincial People's Committee Office synthesizes and submits to the Chairman of the Provincial People's Committee for approval the list of personnel or personnel changes sent to work at the Provincial Public Administration Service Center.

In case the organization of a One-level Public Administration Service Center, based on the personnel proposal of a professional agency and other agency under the City People's Committee, the Director of a One-level Public Administration Service Center approves the list of personnel or changes of personnel assigned to work at a One-level Public Administration Service Center.

At the commune level, based on the personnel proposal of the professional departments at the commune level or provincial agencies and units with branches located in the local area, the Commune-level Public Administration Service Center will synthesize and submit to the Center Director for approval a list of personnel or personnel changes sent to work at the Commune-level Public Administration Service Center.

The assignment and arrangement of employees at the Commune-level Public Administration Service Center is based on the staffing quota assigned by competent authorities, actual needs and characteristics of the locality and regulations on signing service provision contracts according to Decree No. 118/2025/ND-CP and signing labor contracts according to Decree No. 173/2025/ND-CP on contracts for performing duties of civil servants.
The development and approval of job positions and determination of civil servant and public employee positions shall comply with the provisions of law.
The head of the central agency is organized according to the vertical sector system in the locality to prepare personnel or deploy a plan to arrange replacement personnel or reserve personnel at the Public Administration Service Center to receive and handle administrative procedures under his/her authority.
