On the morning of August 26, in Hanoi, the Ethnic Council coordinated with the Committee for Culture and Social Affairs, the Ministry of Education and Training, and the Ministry of Ethnic Minorities and Religions to organize a National Workshop on "Innovation and improvement of the quality of education and training in ethnic minority and mountainous areas: Current situation, challenges and solutions".
Speaking at the opening of the workshop, Vice Chairman of the National Assembly Vu Hong Thanh stated that the workshop is an opportunity for the parties to propose feasible and breakthrough initiatives, ideas and solutions to overcome current difficulties and shortcomings.
The workshop will also make recommendations to the Party, National Assembly and Government on continuing to improve mechanisms and policies to ensure more effectiveness, efficiency, practicality and suitability, towards the goal of fair access to education for ethnic minorities.
The Vice Chairman of the National Assembly noted that the recommendations and solutions need to be linked to the context that the National Assembly is about to consider and decide on many important policies related to this field at the upcoming 10th Session.
Vice Chairman of the National Assembly Vu Hong Thanh suggested that the delegates objectively and comprehensively assess the implementation of policies and laws on education and training in ethnic minority and mountainous areas, going into areas such as general education, admission, higher education, and vocational education.
At the same time, analyze the institutionalization of the Party's policies in ensuring fair access to education and training for learners of ethnic minorities, contributing to the development of quality human resources to serve the socio-economic development of the region and the whole country.
The Vice Chairman of the National Assembly emphasized that, based on the Party's policy, it is necessary to discuss and propose breakthrough and comprehensive solutions, contributing to perfecting institutions, removing bottlenecks, innovating mechanisms, improving the quality of education and training, developing high-quality human resources for ethnic minorities, narrowing development gaps between regions, preserving national cultural identity, serving the requirements of national development in the new era.
At the workshop, Chairman of the Ethnic Council Lam Van Man stated that the education and training of ethnic minority and mountainous areas in recent times has achieved important results in the fields of general education, vocational training, vocational education, etc.
However, besides positive changes, education in ethnic minority and mountainous areas still faces many difficulties and inadequacies such as: school network, facilities, teaching equipment, although increased investment has not yet fully met requirements.
The Chairman of the Ethnic Council said that the teaching staff in ethnic minority and mountainous areas have not fully met the requirements for quantity and quality at all levels of education compared to other regions and areas; the rate of teachers who are local and ethnic minorities is still low.
The rate of mobilizing ethnic minority students to study at the right age at all levels from kindergarten to high school is still low compared to the national average; Vocational education, especially short-term vocational training policies in localities, are not very effective...
To overcome the above difficulties and limitations, the Chairman of the Ethnic Council emphasized that there must be many synchronous and comprehensive solutions, especially in terms of policies and laws to improve the quality and efficiency of education and training activities...
