The national training conference on expertise and profession related to Party building organization, State management, activities of the new Front and political organizations at the commune level will be held from 14-15.
On the first working day of this morning's Conference (6.14), Mr. Nguyen Quang Duong - Deputy Head of the Central Organizing Committee - introduced a topic on a number of new contents in the regulations and instructions of the Central Committee on the implementation of the Party Charter; functions, tasks, organizational structure, model working regulations of the Party Committees of communes, wards, and special zones.
Regarding some new and important amendments and supplements in the Regulations and guidelines for implementing the Party Charter, Mr. Nguyen Quang Duong said that a very important new point of the Regulations and Guidelines is to supplement, amend, and determine the Party's organizational system organized according to administrative units at the commune, provincial and central levels.
The commune level includes communes, wards, and special zones; the provincial level includes provinces and centrally run cities. Remove regulations on district-level party organizations (including districts, towns, cities under provinces and cities).
Regarding the establishment of specialized advisory and support agencies and public service units of Party committees: The provincial level establishes 5 agencies and 2 public service units. Commune and ward levels are established with 3 agencies and 1 public service unit (if any); special zones are established with a maximum of 4 agencies and 1 public service unit.
These are new additions, in line with the arrangement, consolidation, and streamlining of the Party's advisory and support agencies and in line with the practical of the Party Committee of communes, wards, and special zones.
Regarding Party Congresses and Party cells, it is allowed to appoint congress delegates for newly established/merged/merged Party Committees. Do not elect a new term committee in case of a merger; the direct superior will appoint all members of the committee and committee to inspect and allocate delegates.
Regarding some contents related to party members, supplement some regulations: Party members are allowed to protect their legitimate and legal rights and interests; admit party members for students waiting for graduation recognition decisions; transfer to official party activities for 4 cases of party members working at agencies, units, and enterprises if they have a total consecutive labor contract period of 12 months or more.
In addition to the above contents, the Regulations and Guidelines remove some contents to reduce administrative procedures in the Party; at the same time, supplement and amend some contents to suit the practice of restructuring and streamlining the apparatus.
Regarding the functions, tasks, and organizational structure of the Party Committee at the direct superior level of the grassroots Party organization in communes, wards, and special zones, Mr. Nguyen Quang Duong said that Regulation No. 298-QD/TW, dated June 9, 2025 of the Secretariat stipulates that the Party Committee has 15 tasks.
Regarding the functions and tasks of the grassroots party committee of the special zone, Regulation No. 300-QD/TW, dated June 9, 2025 of the Secretariat detailing the tasks of the grassroots party committee of the special zone.
The above documents all take effect from July 1, 2025, in accordance with the resolutions and conclusions of the Central Committee, the Politburo, the Secretariat and the implementation period of the revised and supplemented Constitution to implement and operate agencies and organizations according to the new model.
