On behalf of the Secretariat, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu has just signed and issued Official Dispatch No. 1-CV/TW dated February 12, 2026 on continuing to implement Directive No. 55-CT/TW dated December 22, 2025 of the Secretariat on organizing Binh Ngo Tet in 2026.
Accordingly, at the meeting on February 12, 2026, considering the report of the Central Party Office on some preparations for organizing Binh Ngo Tet in 2026 according to Directive No. 55-CT/TW, dated December 22, 2025 of the Secretariat (report No. 18-BC/VPTW, dated February 11, 2026), the Secretariat requested central committees, ministries, and branches; Party committees and authorities at all levels to continue to effectively implement Directive No. 55-CT/TW of the Secretariat, noting some key tasks as follows:
1. Continue to ensure social security, care for policy beneficiaries, especially people with meritorious services, poor households, vulnerable people, workers, people in remote and isolated areas, and areas affected by natural disasters; visits and support must be substantive, to the right beneficiaries, avoiding formality. Inspect and urge businesses and employers in paying Tet salaries and bonuses promptly to employees.
2. Strictly manage the market and prices, ensure supply and demand of goods and services, and prevent scarcity, speculation, and unreasonable price increases during Tet. Continue to have appropriate forms to stimulate the domestic consumer market.
3. Continue to maintain national defense and security; strictly maintain the combat readiness regime, firmly protect national sovereignty, safety, and security, not to be passive or surprised in any situation. Strengthen ensuring traffic safety, fire and explosion prevention and control, ensuring production safety, food safety, and disease prevention and control with the requirement to put the lives and health of the people first. At the same time, strictly handle violations.
4. Strengthen propaganda and organize cultural, artistic, and sports activities to create a joyful and exciting atmosphere in the whole society; manage and organize festivals in localities, not allowing the formation of distorted festival and religious activities.
5. Strictly implement administrative discipline and order, Party discipline, with the spirit of "eating Tet neatly, working early, getting to work immediately", not allowing Tet holidays to affect the progress of tasks.
The Secretariat requests Party committees, authorities, agencies, and units to focus on immediately implementing key tasks in the first quarter: Continue to deploy the development and organization of the Action Program to implement the Resolution of the 14th Party Congress; deploy the implementation of newly issued resolutions of the Politburo; prepare and organize elections of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term; carefully prepare the content of the second Conference of the 14th Party Central Committee and the first session of the 16th National Assembly; deploy the implementation of the 2026 inspection and supervision program of the Politburo and the Secretariat according to plan.
