Deputy Head of the Central Organizing Committee Hoang Dang Quang has signed and issued Instruction No. 36-HD/BTCTW on the personnel work of National Assembly deputies (NADs) of the 16th tenure and People's Council deputies at all levels for the 2026-2031 term.
According to Instruction No. 36, candidates for the 16th National Assembly Delegation and People's Council delegates at all levels for the 2026-2031 term must ensure the standards prescribed in the Law on Organization of the National Assembly and the Law on Organization of Local Government.
National Assembly candidates, People's Council delegates at all levels working at Party, State agencies, the Vietnam Fatherland Front, socio-political organizations, public service units, and state-owned enterprises must ensure general standards according to Party regulations and State laws and meet standards and conditions.
They are outstanding cadres, civil servants, public employees, and workers; have prestige and capacity in implementing and effectively propagating and mobilizing the masses to effectively implement the policies and guidelines of the Party and the laws of the State;
Having a strong political ideology and courage, absolutely loyal to the interests of the Party, State and People; resolutely fighting to protect the ideological foundation of the Party, the Constitution and the laws of the State.
Must have moral qualities, exemplary and pure lifestyle; strictly implement Party regulations, State laws, the principle of democratic centralism, self-criticism and criticism;
Be aware of organizing discipline and a high sense of responsibility at work, maintain internal solidarity; be cautious, honest, fair, impartial and selfless; declare assets and income honestly, transparently, without opportunities, ambition for power, locally, delegate, corrupt, wasteful, negative, "group interests"... Do not let your husband, wife, children, or relatives take advantage of their position and power for personal gain.
At the same time, it is necessary to have the capacity to concretize and effectively organize the implementation of the Party's guidelines and policies, the State's policies and laws; have innovative thinking, vision, and scientific working methods;
Having the ability to think, analyze, synthesize, and propose the development of feasible and effective legal policies; supervising the implementation of legal policies in localities, units, and candidates for National Assembly deputies and People's Councils;
Speaking goes hand in hand with doing, being proactive, creative, daring to think, daring to speak, daring to do, daring to take responsibility, daring to face difficulties and challenges, daring to sacrifice for the common good, for the country, for the people; having specific achievements, work results and "products" in the assigned area and field of work.
Have professional qualifications, political theory, state management to meet the requirements and tasks assigned and according to the regulations of the Party and State; have necessary and appropriate IT and foreign language qualifications.
Instruction No. 36 clearly states that it is not recommended to introduce or include in the list of candidates those who show political opportunities or ambitions for power; have local, conservative, or stagnant ideology; are being investigated, inspected, audited, or examined when there are signs of violations; the heads of agencies, organizations, or units that allow corruption, waste, negativity, or disunity cases or incidents to occur.
Officials who have violated shortcomings or been disciplined in the 2021-2026 term; officials with relatives who have violated the law.
For cases of violating political standards, implement the Politburo's Regulations on a number of issues on internal political protection of the Party. Resolutely do not let unnecessary people or those running for office or run for candidates to the National Assembly or People's Councils at all levels run away.
