Strengthening enforcement discipline, promoting digital transformation
Concluding, Standing Secretary of the Secretariat Tran Cam Tu - Head of the Steering Committee acknowledged the achieved results, and at the same time pointed out that digital transformation in Party agencies has not yet met the requirements, and there are still shortcomings and limitations that need to be urgently overcome.
Regarding the 10 outstanding tasks, the Standing Committee of the Secretariat requested to complete them thoroughly, without prolonging them. Emphasizing that the bottleneck is not in the institution but in the organizational implementation stage, the Standing Committee of the Secretariat requested "not only not to let tasks remain unfinished but also to be more drastic, to complete the assigned tasks on schedule".

Requesting strengthening discipline in implementation, the Standing Committee of the Secretariat requested the heads of Party agencies at the Central and local levels to directly lead and comprehensively direct, and be responsible for the progress, quality and results of implementing the digital transformation tasks of their agencies and localities.
Agencies and units must concretize them into detailed tasks, clearly assign tasks, clearly assign people, clearly state progress and clearly state measurable results. Officials and party members in agencies and units must regularly use software and digital utilities to serve their work, and resolutely not handle paper documents for electronicized processes.
The results of implementation are included in the criteria for evaluating and ranking emulation and commendation, and at the same time linked to the mechanism for handling responsibilities for cases of delay and failure to complete tasks.
Reviewing and digitizing core nghiệp vụ processes
Pointing out the urgent tasks to be completed in July 2026, the Standing Committee of the Secretariat requested the Office of the Party Central Committee to preside over and coordinate with the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Public Security and relevant agencies to urgently complete the approval of the design and estimate of the project.
Agencies and units must urgently complete the review and digitization of core professional processes; build unified core professional processes throughout the industry and guide subordinates.
At the same time, it is necessary to promptly put into operation the Data Center of the Party agency at the National Data Center; implement resource allocation, promulgate professional procedures and guidelines for deployment in the official environment, ensuring sufficient capacity to operate information systems stably, continuously and absolutely safely.
Regarding application software and document digitization, the Standing Committee of the Secretariat requested to promptly review common and specialized software, avoid duplication, ensure decentralization, security, confidentiality and nghiệp vụ requirements. The process of building and deploying software must fully comply with nghiệp vụ procedures, especially user testing, and assessing network information security and safety.
The Standing Committee of the Secretariat requested to overcome the situation of dispersed data, lack of intercommunication, not ensuring the criteria "correct, sufficient, clean, live, unified, shared". Party committees and Party organizations at all levels according to their functions and tasks must focus on cleaning up and connecting data, especially between data of party members and Party organizations and data of cadres, civil servants, and public employees.
The Standing Committee of the Secretariat requests the Central Office to preside over and coordinate with relevant agencies to implement solutions to ensure information security and overall network security according to assigned tasks; assign specific tasks, have appropriate cryptography and security solutions, strict operating procedures, a full inspection and supervision system, and the participation of relevant agencies.
