The Government Office has just issued Notice No. 371/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at a meeting on the implementation of the 2-level local government model; progress of implementation of key transport projects and Project 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta.
Regarding the implementation of the two-level government, the announcement clearly stated that Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations have gradually implemented and perfected it in a systematic and solid manner and are operating to stabilize the two-level government.
However, there are still some contents and tasks that need to be reviewed and implemented more synchronously and professionally to create more smoothness, openness and convenience for people and businesses.
Requesting Party committees at all levels, authorities, the Fatherland Front and political organizations to urgently and effectively implement Conclusion No. 177-KL/TW dated July 11, 2025 of the Politburo and the Secretariat on continuing to build the organization and operation of administrative units at both levels to ensure smoothness and efficiency (Conclusion No. 177-KL/TW).
Ministries, branches and localities continue to strictly implement the instructions of the Government and the Prime Minister, while thoroughly grasping the direction of General Secretary To Lam, taking care of each task, creating smoothness, professionalism and synchronization in the entire local government system.
Focus on reviewing and overcoming difficulties, inadequacies, and problems in administrative procedures related to land, taxes, and business licenses. Urgently build a database at the commune and provincial levels, especially in areas related to land, environment, other social issues...
A key solution in the coming time, the Prime Minister requested the Mekong Delta to resolutely and effectively implement Conclusion No. 177-KL/TW of the Politburo, the Secretariat, the direction of General Secretary To Lam and the instructions of the Government and the Prime Minister; arrange the team of cadres in localities, especially at the commune level, ensuring adequate cadres to operate smoothly the local government apparatus at both levels.
At the same time, prepare well the work of cadres, personnel and documents for Party Congresses at all levels, in which a number of criteria and standards on personnel work can be flexibly applied in the spirit of the direction of the Politburo and the Secretariat.
Resolve administrative procedures for people and businesses, do not let congestion or negativity, harassment, causing difficulties or hindering the development of the locality and the country.
Strengthen the grassroots health system, ensure that medical examination and treatment activities for people are not delayed or broken, and that patients do not have a place to treat their diseases. Deploy the construction of boarding schools for students in border areas, islands, remote areas.
Completing digital infrastructure, especially in places with difficult conditions, especially telecommunications and power infrastructure coverage.
