As Lao Dong reported, after collecting opinions and receiving high consensus and agreement from the people, the Project to reorganize Bac Ninh and Bac Giang provinces to establish Bac Ninh province was submitted to the Government on April 28, before the prescribed time.
According to the Project, the two provinces of Bac Ninh - Bac Giang will merge and have a new name, Bac Ninh province, the administrative center will be located in the current Bac Giang city. The new Bac Ninh province will have a total of 99 communes and wards; population of 3,619,433 people.
The project to reorganize Bac Ninh and Bac Giang provinces also clearly states the plan and roadmap for resolving the regime and policies for streamlining the staff, civil servants, public employees and workers after the reorganization of administrative units.
According to the Central Directive, after the arrangement, the agencies responsible for streamlining the payroll according to the 5-year roadmap (60 months) will reduce the payroll by 20% compared to before the arrangement.
Accordingly, the number of cadres, civil servants and public employees in agencies and units that must be streamlined in the new Bac Ninh province is 1,280 positions.
According to the Project, the roadmap for streamlining and resolving policies for 1,280 positions is as follows:
Encourage cadres, civil servants and public employees to be eligible to retire before voluntary registration of retirement before age, enjoy policies according to Decree No. 178/2019/ND-CP and Decree No. 67/2025/ND-CP of the Government (the number of registered people, rest according to the roadmap: 2025 in 2026; in 2026, there were 124 people; 2027 had 127 people; retirement in accordance with the labor law from now to 2029, 468 people).
Recently, according to Lao Dong, many officials have applied for early retirement to serve the work of reorganizing the apparatus when Bac Giang merged with Bac Ninh.
As in the case of Mr. Le Tuan Phu - Chief of Office of the People's Committee of Bac Giang province, who was given a decision and started retiring before the age of 1.5. Previously, Mr. Phu had submitted an application for early retirement.
In the same period, Mr. Nguyen Quang Tuan - Deputy Chief of Office of the People's Committee of Bac Giang province also voluntarily retired early to serve the merger of Bac Giang and Bac Ninh provinces and reorganize the apparatus.
Permanent Vice Chairman of the People's Committee of Bac Giang province Mai Son assessed that Mr. Le Tuan Phu and the cadres who voluntarily retire early to serve the apparatus arrangement are exemplary party members, upholding their sense of responsibility, being willing to sacrifice, creating conditions for young cadres and civil servants with capacity, meeting the conditions and standards to take on replacement positions.
