During the working trip to attend the high-level joint discussion session of the 81st session of the United Nations General Assembly (UN) and carry out bilateral activities in the US, on the afternoon of September 22 (local time), in New York, General Secretary and President To Lam and the high-level Vietnamese delegation and representatives of UN leaders witnessed the ceremony of handing over cooperation agreement documents between Vietnam and the UN, according to VNA.
At the ceremony, Member of the Party Central Committee, Minister of Finance Ngo Van Tuan, along with Director General of the United Nations Development Program (UNDP) Alexander de Croo, Executive Director of the United Nations Children's Fund (UNICEF) Catherine Russell and Executive Director of the United Nations Population Fund (UNFPA) Diene Keita, handed over the National Cooperation Programs (CPD) for the period 2027-2031 between the Government of Vietnam and these 3 leading development agencies.
Next, Deputy Minister of Foreign Affairs Dang Hoang Giang and UNDP Director-General Alexander de Croo presented the amended and supplemented Agreement "Agreement between the Government of Vietnam and UNDP on renovating, upgrading and using the UN Green House in Hanoi in 2012".
Also within the framework of the event, representatives of the Vietnamese Ministry of Public Security and representatives of the UN Office on Drugs and Crime (UNODC) exchanged Letters of Intention on the establishment of an Asia-Pacific regional cybercrime prevention and control center in Vietnam.
Speaking at the ceremony, General Secretary and President To Lam expressed his appreciation for the valuable support and cooperation of UN organizations for Vietnam through the periods. These contributions are not only meaningful in terms of resources, but more importantly, sharing knowledge, experience and advanced ideas and solutions, helping to improve the quality of life of people and firmly consolidate the foundation for sustainable development of the country.
General Secretary and President To Lam affirmed that the signing and handover of the National Program Documents for the period 2027-2031 today opens a new chapter in the partnership between Vietnam and 3 UN organizations. This is not only a framework to orient operational programs in the next 5 years, but also a strong commitment to transform strategic goals into actions and specific results, bringing practical benefits to the people.
Emphasizing that the period 2027-2031 is pivotal for Vietnam after 40 years of Doi Moi, General Secretary and President To Lam said that the country is striving to break through to complete the development goals by 2030, creating a premise to realize the aspiration to become a developed country with modern industry and high income by 2045.
In that journey, Vietnam hopes that UNDP, UNICEF and UNFPA will continue to promote strengths, experiences and global networks to accompany Vietnam in innovating development models, digital transformation, green transformation, improving resilience, adapting to population aging and promoting the role of women and youth.
The three UN organizations are expected to continue to be reliable partners, supporting Vietnam in accessing knowledge, technology and advanced resources, while strengthening internal system coordination to create comprehensive and long-term impacts.
For his part, General Secretary and President To Lam affirmed that Vietnam will continue to be a proactive, active and responsible member of the international community. Vietnam will continue to provide free headquarters support for UN organizations in Vietnam, and welcomes these agencies to set up national and regional representative offices or host major global events in Vietnam.
In their speeches, leaders of the top 3 UN development agencies all expressed admiration for Vietnam's development path and outstanding achievements.
