A department in Ho Chi Minh City has 188 people applying for early retirement

HCMC - The HCMC Department of Construction recorded 188 civil servants and public employees applying for early retirement.

On the afternoon of March 3, the Ho Chi Minh City Department of Construction held a ceremony to announce the establishment on the basis of a merger between the Department of Construction and the Department of Planning and Architecture.

Mr. Tran Hoang Quan is the new Director of the Department of Construction. 5 Deputy Directors, including: Mr. Huynh Thanh Khiet, Mr. Pham Minh Man, Mr. Truong Trung Kien, Mr. Phan Ngoc Phuc and Mr. Phan Van Tuan. The headquarters of the Ho Chi Minh City Department of Construction is located at 60 Truong Dinh, Vo Thi Sau Ward (District 3).

According to Mr. Tran Hoang Quan, after the merger, some state management functions of technical infrastructure will be transferred from the Department of Construction to the Department of Transport of the Chief Minister.

Currently, the Department of Construction has the function of advising the Ho Chi Minh City People's Committee in managing investment activities in construction, urban development, housing, offices, real estate market, construction materials, construction planning and architecture in the city.

Regarding the organizational structure, before the merger, the two departments had a total of 21 departments and 6 affiliated units. After the merger, the number will be reduced to 16 departments and 4 units. A technical infrastructure room was transferred to the Department of Transport. Thus, the number of departments decreased by 20%, and affiliated units also decreased by 20%.

It is expected that the payroll assigned to the Department of Construction after the merger will be 1,391 people, including 1,128 civil servants.

This unit also received 63 employees under contracts under Decree 161/2018 and Decree 111/2022.

The personnel streamlining plan for the period 2025 - 2030 aims to reduce 226 civil servants and 63 public employees, accounting for about 20% of the total payroll.

"Currently, through the survey, we have received 188 retirement applications according to the provisions of Decree 178/2024" - Mr. Tran Hoang Quan said.

On the same day, the Department of Natural Resources and Environment of Ho Chi Minh City also held a ceremony to announce the resolution established on the basis of merging the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development.

The Director of the Department of Natural Resources and Environment is Mr. Nguyen Toan Thang, along with 7 Deputy Directors, including: Ms. Nguyen Thi Thanh My, Mr. Nguyen Minh Nhut, Mr. Huynh Van Thanh, Mr. Vo Trung Truc, Mr. Nguyen Xuan Hoang, Mr. Nguyen Huu Hoai Phu and Mr. Duong Duc Trong.

After the merger, the Department of Natural Resources and Environment has 13 specialized departments, 7 administrative units and 12 public service units. Compared to before, the number of rooms was reduced from 17 to 13, while public service units were reduced from 16 to 12.

In terms of personnel, the total number of cadres, civil servants, public employees and workers decreased from 2,863 to 2,529 people, or 334 people.

Of which, 286 officials of the Department of Agriculture and Rural Development were transferred to districts, towns, Thu Duc City, Department of Industry and Trade, High-Tech Agricultural Zone Management Board and High-Tech Park Management Board.
