It is expected that at the 10th Session (October 2025), the National Assembly will consider and decide on 43 draft laws and resolutions under legislative work; 12 groups of contents on socio-economics, State budget, supervision and other important issues.
In addition, there are 13 groups of contents that agencies will send reports to National Assembly deputies for study. The National Assembly Office expects the total working time of the National Assembly at the 10th session to be about 42 days.
The Law on High Technology (amended) is one of the contents considered by the National Assembly at the end of the 15th term.
Currently, the Government is continuing to carefully review the content of the draft Law on High Technology (amended) to avoid overlap with regulations in relevant legal documents.
The Government requires focusing on strategic technology industries and fields to create breakthroughs, create a legal corridor to form strong research groups (both domestic and foreign), encourage mergers and acquisitions (M&A) of foreign companies holding core technology to take the lead and receive technology transfer.
Consider the need to include regulations related to "high-tech cities" in the draft Law on High Technology (amended) or related specialized laws (Law on Urban and Rural Areas).
If necessary, there should be specific regulations to ensure that preferential and support policies are only applied to high-tech activities, strategic technology research and development activities and serve the development of infrastructure and facilities directly serving high-tech activities, ensuring preferential policies for the right subjects and right targets.
Thereby promoting the effectiveness of research and application of high-tech development, avoiding budget waste or taking advantage of tax incentives to affect state budget revenue.
The Government also requires a thorough review and completion of regulations on high-tech agricultural areas in the draft law, ensuring that the issued policies are effective and overcoming existing shortcomings and problems in the operation of high-tech agricultural areas that have recently been formed.
This is to contribute to promoting and developing the Vietnamese agricultural sector through research activities, applying high technology and strategic technology.
Continue to review and reduce administrative procedures to the maximum, promote decentralization and complete decentralization, facilitate organizations, businesses and individuals to implement the Law in practice after the National Assembly passes it.
The Ministry of Science and Technology shall preside over and coordinate with relevant ministries and agencies to urgently complete the draft Law dossier in accordance with the provisions of the Law on Promulgation of Legal Documents.
Assign the Minister of Science and Technology, authorized by the Prime Minister, to sign on behalf of the Government to submit to the National Assembly for consideration, comments and approval of this draft law at the 10th Session.
