Speaking at the opening session, National Assembly Chairman Tran Thanh Man stated that, based on Article 117 of the 2013 Constitution, the National Election Council was established starting from 2015 to serve the election of National Assembly deputies (NA) for the 14th term and in 2020 to serve the election of National Assembly deputies for the 15th term.
Based on Directive No. 46-CT/TW dated May 16, 2025 of the Politburo on the leadership of the 16th National Assembly election and the election of People's Council delegates at all levels for the 2026 - 2031 term, the National Assembly Chairman stated that compared to the previous term, this time the Politburo issued a Directive 1 month earlier, creating a basis to prepare conditions for the election.
According to the National Assembly Chairman, this is a necessary and important basis for the National Assembly to establish a National Election Council, elect the Chairman of the National Election Council, and approve the list of Vice Chairmen and members of the National Election Council at the 9th Session.
Also at the 9th Session, the National Assembly amended and supplemented a number of articles of the Law on election of National Assembly deputies and People's Council delegates; amended the Law on Organization of Local Government, accordingly, implementing the 2-level government model and this Law has been effective since July 1, 2025.
To carry out the task, prepare for the election of 16th National Assembly deputies and People's Council delegates at all levels for the 2026 - 2031 term, the National Assembly Chairman said that the National Election Council held its first meeting to give opinions on preparations for the election taking place on March 15, 2026.
According to the National Assembly Chairman, this is an important political event of the country, demonstrating the people's mastery, to select outstanding delegates to represent the will and aspirations of the people, to improve the quality of the 16th National Assembly members as well as People's Council delegates at all levels for the 2026 - 2031 term.
At this session, the National Election Council will discuss, give opinions and approve a number of drafts such as: Submission of the National Assembly Standing Committee on the promulgation of Resolutions and Working Regulations; expected program of National Election Council meetings; assign tasks to agencies to prepare documents to serve election work...
The contents of the opinions are all of great significance, contributing to shaping the working methods of the National Election Council, clearly defining the responsibilities of each member, assigning specific tasks to relevant agencies to ensure smooth, synchronous and effective coordination throughout the election process - National Assembly Chairman Tran Thanh Man emphasized.
Thereby, the National Assembly Chairman suggested that members of the National Election Council promote a sense of responsibility, democracy, and intelligence, focus on researching, discussing, and contributing practical opinions to the meeting agenda for the National Election Council to unanimously approve, as a basis for effective implementation of the next work.
