Maintain 4 specialized agencies under the Provincial People's Committee (with rearrangement and streamlining of internal organization), including: Provincial People's Committee Office; Department of Justice; Provincial Inspectorate; Department of Foreign Affairs.
Orientation of structure, arrangement and consolidation of specialized agencies under the Provincial People's Committee corresponding to the arrangement of Ministries at the Central level as follows:
Merge the Department of Planning and Investment and the Department of Finance. Regarding the name of the Department after the merger: Department of Economics and Finance. The Department of Economics and Finance will receive the original functions and tasks of the two Departments before the merger.
Assign the Department of Finance to work with the Department of Planning and Investment to advise on the Project of arrangement and consolidation.
Merge the Department of Transport and the Department of Construction. The name of the Department after the merger: Department of Construction and Transport.
The Department of Construction and the Department of Transport shall receive the functions and tasks of the two Departments as they are before the merger. The Department of Transport shall work with the Department of Construction to advise on the arrangement and merger project.
Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development. Regarding the name of the Department after the merger: Department of Agriculture and Environment.
The Department of Agriculture and Environment shall receive the functions and tasks of the two Departments as they were before the merger. The Department of Agriculture and Rural Development shall be assigned to work with the Department of Natural Resources and Environment to advise on the arrangement and merger project.
Merge the Department of Information and Communications and the Department of Science and Technology. Regarding the name of the Department after the merger: Department of Science, Technology and Communications.
The Department of Science, Technology and Communications shall take over the functions and tasks of the two Departments as they were before the merger. The Department of Science and Technology shall work with the Department of Information and Communications to advise on the project of arrangement and merger.
Merge the Department of Culture and Sports and the Department of Tourism. Regarding the name of the Department after the merger: Department of Culture, Sports and Tourism.
The Department of Culture, Sports and Tourism shall take over the functions and tasks of the two Departments before the merger. The Department of Culture and Sports shall be assigned to work with the Department of Tourism to advise on the project of arrangement and merger.
Merge the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs, the name of the Department after the merger: Department of Home Affairs and Labor.
Nghe An Provincial People's Committee also proposed specific contents on the functions and tasks of other related departments and specialized units at district level after the arrangement, merger and consolidation of provincial departments.
