On June 17, Nghe An Provincial People's Committee issued a plan to deploy an online citizen reception model in the province. This is considered a breakthrough step to innovate citizen reception, improve the effectiveness of handling complaints and denunciations and improve the relationship between the government and the people in the context of increasingly extensive digital transformation.
According to the plan, the implementation of the model will take place in three phases. The first phase, implemented before June 30, 2025, will connect the online citizen reception system between the Central Citizen reception Office and the Nghe An Provincial People's Committee.
Phase two, implemented before August 30, 2025, will expand the model to the Provincial Citizen Reception Committee and pilot in some localities at the district and commune levels.
Phase three will be implemented synchronously throughout the province, aiming to make online citizen reception a popular form, in parallel with direct citizen reception.
Nghe An Provincial People's Committee assigned the Provincial People's Committee Office to preside over and coordinate with the Provincial Inspectorate, the Department of Science and Technology, the Department of Finance and related units to review and propose investment in the necessary equipment system. The focus is on building a separate, specialized transmission line for citizen reception, ensuring stability, security and information security.
In addition to technical infrastructure, human resources and software operations are also focused on. The Provincial Citizen Reception Committee and the People's Committees of districts and communes will arrange staff with information technology expertise to provide technical support and handle situations arising during the online citizen reception process.
Relevant units will organize training for cadres and civil servants to proficiently use equipment, software and working processes online, ensuring the process of receiving and processing people's recommendations and reflections is smooth and in accordance with regulations.
Receiving citizens online will strictly comply with current legal procedures. Information, data and work results are all legally valid as in person, ensuring the rights of the people and the responsibility of the authorities.
This model helps overcome the situation where people have to travel many times, wait for a long time, especially suitable for unfavorable weather conditions, epidemics or unexpected situations. This is also a step to concretize the goal of building e-government, aiming to serve people more transparently, quickly and effectively.
Chairman of Nghe An Provincial People's Committee Le Hong Vinh shared: "The success of this model depends not only on infrastructure and technology, but also on the determination in organization and implementation, the spirit of openness and responsibility of each cadre and civil servant directly participating".
