On the morning of June 20, Nghe An Provincial Party Committee held an online conference across the province to pilot the activities of the new Party Committee, People's Council, People's Committee of the commune and ward according to the 2-level local government model in the province.
The conference was held directly in Dong Loc commune combined online from the Provincial Party Committee's bridge point, connecting to the new bridge point of 129 communes and wards in the province.
Speaking at the opening of the conference, Mr. Nguyen Duc Trung - Secretary of Nghe An Provincial Party Committee said that this is an important event, marking a new shift in the organization of the grassroots government apparatus, marking a change in the leadership method of the Party, the direction and operation method of the People's Council and People's Committee at the new commune level.
This demonstrates the strong determination of the entire political system in streamlining the organizational apparatus, improving the effectiveness and efficiency of agencies' operations towards being closer to the people, closer to the people and effectively serving the needs and requirements of the people.
The conference aims to check the feasibility, consistency and effectiveness of the operation of the new organizational model; assess the ability to respond to the information technology infrastructure system, online, facilities, workplaces and necessary conditions of the new apparatus.
In particular, this is a very good opportunity for key cadres at the new commune level to experience the direction and operation activities under the new model.
Through this trial operation, to draw lessons, promptly adjust and complete the service for the new apparatus to officially operate from July 1, 2025.
Next, delegates at the Provincial Party Committee's bridge and 129 new commune and ward bridges monitored the drill activities at the Dong Loc commune bridge (Nghi Loc district) - the unit selected as the model.
In particular, for the Dong Loc Commune Party Committee, a conference was held to approve working regulations, work programs, assign tasks to the Commune Party Executive Committee, the Standing Committee of the Party Committee, establish the Party Committee's advisory and support agencies and the plan to organize the 2025 - 2030 Party Congress.
For the People's Council of the commune, the first session of the People's Council of the commune, term 2021 - 2026, has been held to carry out the process steps and work contents related to the organization of the apparatus and staff of the People's Council and People's Committee of the commune.
For the Commune People's Committee, the first meeting was held to review and approve the working regulations, work programs; operating regulations, and operating procedures of the Public Administration Service Center.
On June 16, 2025, the National Assembly Standing Committee passed Resolution No. 1678 on the arrangement of commune-level administrative units in Nghe An province. Accordingly, the whole province has 130 commune-level administrative units, including 119 communes and 11 wards; of which 110 communes, 11 wards formed after the arrangement and 9 communes remain unchanged, not implementing the arrangement.
Dong Loc is a commune formed on the basis of arranging the entire natural area and population of Khanh Hop, Nghi Thach and Thinh Truong communes, according to Resolution No. 1678 of the National Assembly Standing Committee on arranging commune-level administrative units of Nghe An province in 2025.
