Meeting to give opinions on the implementation of the Central Resolution, Conclusion of the Politburo on the arrangement of the apparatus and administrative units; draft report on the implementation results of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee from November 2024 to July 2025.
According to the report at the meeting, the results of the trial operation of the operating model of local governments at both levels from June 20-30, 2025 showed that agencies and localities in provinces and cities have actively and proactively implemented it according to the direction of the Central Government and provinces and cities.
The organization and operation of the trial was carried out on most commune-level administrative units for a certain period of time and achieved some positive results. Thereby, it has helped cadres and civil servants immediately access the tasks and powers that must be implemented, and at the same time operate work processing in the electronic environment through the systems.
On July 1, 2025, the apparatus of administrative units at both levels officially came into operation, marking a new development stage opened with the goal of streamlining, efficiency, efficiency and closer to the people, better serving the people.
Localities have simultaneously implemented many measures to ensure effective and stable operation of the apparatus such as arranging means of transport to pick up and drop off officials and civil servants between administrative headquarters in the new province and city; organizing training and coaching (especially in electronic file processing) for commune-level officials and civil servants; arranging cadres and civil servants with experience to directly guide newly hired cadres and civil servants.
Public opinion in recent days shows that the revolution in arranging administrative units is not simply a change in boundaries or staff organization, but deeply a change in thinking, improving qualifications, responsibility and public ethics. The majority of the staff and civil servants have shown a spirit of openness to the profession, actively learning, practicing expertise and skills, always being dedicated and devoted to work.
Concluding the meeting, the General Secretary requested the provincial and municipal Party Committees directly under the Central Government to urgently review all work of assigning, arranging, and assigning cadres, civil servants, public employees, and workers in provincial and commune-level agencies and units; for communes, wards, and special areas lacking professional cadres, the provincial level must arrange and strengthen them promptly and fully, support and assist to ensure effective work.
The General Secretary emphasized strengthening inspection and grasping the situation to promptly resolve and remove difficulties and obstacles for the commune level when operating the new apparatus.
The Standing Committees of Provincial and Municipal Party Committees under the Central Government lead and direct the preparation of conditions to successfully organize Party congresses at all levels towards the 14th National Party Congress in conjunction with the preparation for the election of the National Assembly and People's Councils at all levels.
Regarding the draft Report on the results of the implementation of Resolution No. 18 - NQ/TW, dated October 25, 2017 of the 12th Party Central Committee from November 2024 to July 2025, the General Secretary requested that it is necessary to emphasize that this is the result of solidarity, unity of efforts of the entire political system, consensus and response of the people; along with resolving policies to ensure social security, ensure growth and development of the country; completing other political tasks.
The General Secretary assigned the Central Organizing Committee to absorb the opinions of the Politburo and the Secretariat, supplement and complete the report.
