The recipient must do a job with professional and nghiệp vụ requirements suitable to the expected job position to be received.
The Ministry of Home Affairs said that in case non-specialized personnel are admitted to civil servant positions ranked as specialists, they must have a university degree of 5 years or more, and at the same time have appropriate working time and compulsory social insurance contributions to serve as a basis for determining eligibility for 5 years of working according to regulations.
In case there are still problems, people are requested to contact local functional agencies for guidance according to their authority" - the Ministry of Home Affairs stated.

The Ministry of Home Affairs has requested localities to continue to review and comprehensively assess the current non-specialized commune-level staff. On that basis, it will plan solutions and arrange suitable staff.
Qualified people will be arranged, rearranged, and admitted to civil servants and public employees according to local targets and staffing. Those who do not meet the conditions will be considered for settlement of benefits.
