Duties of the new provincial and commune-level Public Administration Center

The Public Administration Service Centers at the provincial and commune levels perform the task of receiving, handling or transferring administrative procedure records to organizations and individuals.

The Government Office has submitted a Decree on implementing the one-stop, one-stop mechanism in handling administrative procedures.

According to the draft Decree, the Provincial Public Administration Service Center is an administrative organization under the Office of the Provincial People's Committee (PPC), with the function of receiving, digitizing, returning results and monitoring the settlement of administrative procedures throughout the area.

To carry out the task, the Provincial Public Administration Service Center has civil servants and public employees under the payroll of the unit; civil servants and public employees of provincial-level professional agencies, central agencies organized according to the vertical sector system in the locality sent to the Center Director's request.

The center has personnel under labor contracts signed with the personnel of the public postal service provider; personnel of public service providers providing at the Center.

The Center is assigned many important tasks such as fully and promptly publicizing administrative procedures; receiving, guiding and processing records; coordinating with competent authorities to resolve interconnected procedures or resolving them within the day.

The center is also a unit to support people and businesses to use online public services, collect fees and charges (if any), process or forward feedback and recommendations to competent authorities.

In addition, the provincial center is responsible for urging, monitoring, supervising and evaluating the implementation of the one-stop, one-stop mechanism in all administrative units in the province.

The draft Decree also stipulates the arrangement of necessary equipment and support services at the center such as electronic payment, translation, printing, document photography, etc. to facilitate organizations and individuals to complete procedures.

The consolidation and enhancement of the role of the provincial-level public administrative center is expected to improve service efficiency, shorten processing time for records and increase the satisfaction of people and businesses, in line with the goal of building a professional and modern administration.

Meanwhile, according to the draft Decree, the Commune-level Public Administration Service Center performs the task of building e-government, monitoring the application of information technology at the Commune-level People's Committees.

Fully and promptly publicize by electronic means or in writing the list of administrative procedures; the contents of administrative procedures are publicized according to the provisions of the law on administrative procedure control and this Decree.

Support cases that are unable to access administrative procedures made public by electronic means; guide the implementation of administrative procedures; receive and digitize administrative procedure records.

Resolve or transfer administrative procedure settlement records; return administrative procedure settlement results; monitor, supervise, evaluate the settlement and return of administrative procedure settlement results to organizations and individuals; collect fees and charges (if any) according to regulations.

Perform other tasks according to the direction of the People's Committee and Chairman of the Provincial People's Committee.
