The Ministry of Public Security has issued Circular 11/2025 regulating the organization, apparatus, tasks, and powers of the investigation agency, assigning heads and deputy heads of investigation agencies and the authority to investigate crimes in the People's Public Security, effective from March 2025.
The duties and powers of the Criminal Police Department are clearly stated in Article 6 of Circular 11/2025/TT-BCA as follows:
Organize criminal on-duty work (in case of not having the same headquarters as the Office of the Ministry of Public Security Investigation Police Agency); receive information about crimes, case and criminal case records sent by other agencies for classification, reporting, and proposing to the Head of the Ministry of Public Security Investigation Police Agency to assign to resolve or transfer to the competent authority for settlement.
Implement the reporting regime for the Head of the Ministry of Public Security's Investigation Police Agency (through the Office of the Ministry of Public Security's Investigation Police Agency) on criminal investigation work according to the provisions of law.
Conduct the settlement of information on crimes and investigate criminal cases under the investigation authority of the Ministry of Public Security's Investigation Police Agency on crimes specified in chapters XIV, XV, XVI, XVII, XXI, XXII and XXIV of the 2015 Penal Code (amended and supplemented in 2017), except for cases under the investigation authority of the Office of the Ministry of Public Security's Investigation Police Agency and the Economic Police Department.
Conducting an investigation of a particularly serious criminal case under the investigation authority of the Investigation Police Agency shall be canceled by the Council of Judges of the Supreme People's Court for re- Investigation under the assignment of the Head of the Investigation Police Agency of the Ministry of Public Security.
Monitor, guide, and direct the settlement of criminal cases and cases that the Criminal Police Department of the Provincial Police Department asks for opinions on.
Perform other tasks and powers assigned by the Head of the Investigation Police Agency of the Ministry of Public Security.
