The decision takes effect from November 20, 2025 and will last until the competent authority issues a decision to appoint the Chief Inspector of Ho Chi Minh City.
The delegation of authority was made after Mr. Tran Van Bay - Chief Inspector of Ho Chi Minh City - was elected by the Ho Chi Minh City People's Council to hold the position of Vice Chairman of the Ho Chi Minh City People's Committee.
Mr. Pham Van Nhi, born in 1978, from Tien Giang (now Dong Thap province), has a Master's degree in Law and a Senior degree in Political Theory. He was appointed Deputy Chief Inspector of Ho Chi Minh City from May 2020.
In addition to Mr. Pham Van Nhi, the Ho Chi Minh City Inspectorate currently has 6 Deputy Chief Inspectors including Mr. and Mrs. Nguyen Thi Thanh Thuy, Dinh Thi Thu, Nguyen Van Lam, Nguyen Sy Duc, Bui Duy Hien and Huynh Nu Kieu Ngan.
Also in this personnel adjustment period, the Chairman of the Ho Chi Minh City People's Committee decided to assign the authority of the Director of the Department of Finance to Mr. Hoang Vu Thanh - Member of the City Party Committee, Deputy Director of the Department of Finance.
The decision was issued after the Ho Chi Minh City People's Council elected Mr. Nguyen Cong Vinh, Director of the Department of Finance, to hold the position of Vice Chairman of the Ho Chi Minh City People's Committee.
Mr. Hoang Vu Thanh was former Director of the Department of Finance of Ba Ria - Vung Tau province and has held the position of Deputy Director of the Department of Finance of Ho Chi Minh City from July 1, 2025 to present.
