The Ministry of Agriculture and Environment has sent a written response to voters to the National Assembly before the 9th Session of the 15th National Assembly.
Accordingly, voters requested that competent authorities soon have instructions to assign state management functions of the environment between the provincial and commune levels after implementing the removal of district level and implementing local government at both provincial and commune levels.
Regarding this proposal, the Ministry of Agriculture and Environment said that in Conclusion No. 155-KL/TW of the Politburo, the Secretariat has outlined a number of key tasks that need to be focused on implementing the reorganization of the apparatus and administrative units.
In addition, the Government has issued Plan No. 447/KH-CP on the development of decentralization, delegation of authority, and division of authority associated with the 2-level local government organization model.
On that basis, the Ministry of Agriculture and Environment has developed and submitted to the Government for promulgation 2 Decrees.
These are: Decree No. 131/2025/ND-CP regulating the division of authority of local authorities at 02 levels in the field of state management of the Ministry of Agriculture and Environment and Decree No. 136/2025/ND-CP regulating decentralization and delegation of authority in the field of agriculture and environment.
The contents of these Decrees ensure the assignment of state management functions of the environment between the provincial and commune levels, creating conditions for normal, continuous and smooth operation of agencies.
At the same time, it does not affect the normal operation of society, people and businesses when implementing the two-level local government.
