The birth of the Vietnam Propaganda Liberation Army - the predecessor of today's Vietnam People's Army, is a particularly important milestone in the history of the struggle for national liberation, building and defending the Fatherland under the leadership of the Party. Right from its establishment, the Team had a Party cell to lead Party work, political work, and command combat with a very practical and specific form of operation, making the "Liberation Army" an army with a spirit of steel, while weapons and equipment were still very rudimentary and operating in extremely difficult and arduous conditions.
Since then, party work and political work have always been closely linked to each step of development and growth of the Army, closely linked to each battle, each campaign and each field of work, each task of each unit, closely following the life and activities of the army, effectively directing the implementation of party work and political work, especially at historical turning points and periods, making party work and political work the "soul and lifeblood" of the Army. This is the unique and characteristic feature of the revolutionary army, the army born from the people, fighting for the people, closely attached to the people.
The 80-year experience of building, fighting, winning and growing of the Vietnam People's Army has affirmed that building a politically strong army is the basic principle in building a new-style army of the working class.
Grasping that principle, the Communist Party of Vietnam has always paid attention to building a politically strong Vietnam People's Army. That is a consistent lesson, creating a solid foundation for building a lean, strong, modern army, ensuring that the army is always absolutely loyal to the Fatherland, the Party, the State and the people, completing every task, overcoming every difficulty, and defeating every enemy.
Throughout the glorious history of the Vietnamese Revolution, as well as in the 80 years of building, fighting, winning and growing of the Vietnam People's Army, there have always been great contributions from the General Department of Politics, political agencies at all levels and the team of political commissars, political officers and political cadres of the entire army.
With a steadfast and steadfast political stance, a proactive, creative, united and unified spirit, and a sharp and astute mindset based on a firm grasp of principles, the General Department of Politics has always clearly demonstrated its role as the Party's strategic advisory body, directing, guiding and directly implementing synchronous solutions to improve the effectiveness and efficiency of Party and political work in the army.
You are the direct force in building political and spiritual factors, ensuring that cadres and soldiers of the entire army are absolutely loyal to the Fatherland, the Party, the State and the People, and fight bravely for the Party's ideal goals and for the happiness of the People.
Party and political work has been carried out regularly, continuously, widely, effectively and efficiently throughout the army, maintaining and strengthening the Party's absolute and direct leadership in all aspects over the Army, building a politically strong Army - the most important factor of the revolutionary Army, to ensure that our Army is always infinitely loyal to the Party, the State and the People; daring to fight, knowing how to fight and defeating all invaders.
The founding day of the Vietnam People's Army, December 22, 1944, is determined to be the traditional day of the General Department of Politics of the Vietnam People's Army. This is an affirmation of the position and great role of Party work, political work in the Army, of the General Department of Politics, political agencies and political cadres at all levels; demonstrating the immutable principle of the Party's absolute and direct leadership in all aspects of the Army; at the same time, consistent with the motto: Where there are soldiers, there are Party work and political work. This is both an honor, pride and a great responsibility of the General Department of Politics, political agencies and political cadres of the entire army.

I am pleased to see that, over the years, the General Department of Politics has continuously promoted its glorious tradition, raised its will, overcome all difficulties and challenges, and excellently completed its assigned tasks.
You have always thoroughly grasped the Party's guidelines, grasped the situation, been proactive, sensitive, and sharp in advising and proposing to the Party Central Committee, the Politburo, the Secretariat, and regularly and directly the Central Military Commission, to propose effective policies and solutions to build a clean and strong Party organization in the Army in terms of politics, ideology, ethics, organization, and cadres; to build a politically strong Vietnam People's Army, as a basis for improving overall quality and combat strength; to contribute to building the people's armed forces, the People's Army, building an all-people national defense, an all-people national defense posture, especially a solid "people's hearts posture", creating an overall strength to firmly protect the socialist Vietnamese Fatherland.
Under the guidance of the General Department of Politics, Party building and political and ideological work in the entire army have been carried out effectively and comprehensively, meeting the requirements and tasks of building the Army in the new situation, ensuring that political will is always firm, ideology is steadfast, will and responsibility are upheld in performing assigned tasks, with pure morality, high sense of organization and discipline, constantly promoting the noble qualities of "Uncle Ho's soldiers" in the new period, being the shock force, taking the lead in protecting the Party's ideological foundation, fighting against erroneous and hostile views, and firmly maintaining the Party's ideological position in the Army.
Along with the excellent completion of political tasks, the General Department of Politics has focused on building a clean, strong, exemplary Party organization, building a comprehensively strong agency that is "Exemplary and exemplary"; internally united and united; effectively participating in revolutionary action movements and campaigns of the Party and State, actively contributing to the development of the country and the revolutionary cause of the Party and the nation.

At the recent Central Conference, the Party Central Committee unanimously assessed that the great achievements after 40 years of renovation under the leadership of the Party have helped Vietnam accumulate enough position and strength for breakthrough development in the next period. The period from now to 2030 is an important period to establish a new world order, this is also a period of important strategic opportunity, the final stage of the Vietnamese revolution to achieve the 100-year strategic goal under the leadership of the Party, creating a solid premise to achieve the goal of 100 years of national founding.
However, along with the opportunities and advantages, there are also many new difficulties and challenges, of which the latter is more prominent. The world and regional situation will continue to have rapid, complex and unpredictable developments. Peace, cooperation and development are still the major trends, but they are facing many challenges. Traditional and non-traditional security issues and risks that the Party has pointed out to our country are still present, with some developments becoming more complex and severe.
In that context, ensuring national defense and security continues to be an important and regular task of the entire Party, people and army, and is the Party's consistent viewpoint on building and protecting the Fatherland. In particular, the Party and State attach great importance to consolidating and enhancing military and defense potential; building a revolutionary, disciplined, elite and modern People's Army. That requires further strengthening the role and responsibility of the General Department of Politics, political agencies, political commissars, political officers and political cadres in the entire army.
To fulfill its great functions and responsibilities, I request the General Department of Politics, political agencies and political cadres in the entire army to inherit and continuously promote the fine traditions of the nation, the heroic Vietnam People's Army and the glorious traditions of the General Department of Politics, strengthen solidarity, unity, proactiveness, creativity, and strive to well implement the following main contents:
Firstly, comrades need to regularly and thoroughly grasp the Party's viewpoints, guidelines, and policies, the State's policies and laws on military and national defense; focusing on the Resolution of the 13th Central Committee, Session 8, on the Strategy for National Defense in the new situation; Vietnam's National Defense Strategy, Vietnam's Military Strategy, Strategy for National Defense in Cyberspace, Strategy for National Border Protection... Proactively advise the Politburo, the Secretariat - directly the Central Military Commission - to deploy and concretize the Party's resolutions, directives, conclusions, regulations, State policies and laws on military, national defense, and national defense effectively and in accordance with reality.
Second, focus on advising and directing the successful organization of Party congresses at all levels for the 2025-2030 term in the Army. Party congresses at all levels leading up to the 14th National Party Congress are extensive political activities, a very important political event of the Party and the country. The Army Party Committee is one of the largest Party Committees in the country, with many types of Party organizations, a large number of Party members, and scattered activities across the country, remote areas, border areas, and islands. The implementation of the resolutions of the Politburo and the Central Military Commission on building a lean, compact, and strong Army, with many agencies and units merging, dissolving, and rearranging... places high demands on ideological work, organization, cadres, and policies. Therefore, the careful preparation and successful organization of Party congresses at all levels for the 2025-2030 term is a key political task, not only contributing significantly to the success of the 14th National Party Congress, but also an opportunity to improve and enhance the comprehensive leadership capacity and fighting strength of Party committees and organizations at all levels to meet the requirements and tasks of building the Army and defending the Fatherland in the new period. The Party Committee of the Army must be exemplary and set an example in implementing the Party's policies on building and rectifying the Party and the political system, on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, on continuing to innovate and streamline the political system's apparatus to be streamlined and operate effectively and efficiently.
Third, it is necessary to continue advising on the implementation of policies and solutions to build a clean and strong Party organization in the Army, improve the leadership capacity and fighting strength of Party committees and organizations at all levels in the entire Army. Regularly grasp the situation, perform well the function of strategic advice on Party work and political work in the Army; ensure to maintain and strengthen the absolute and direct leadership of the Party in all aspects over the Army, and build a politically strong Army. Comrades need to deeply understand the position, role, functions, tasks, and requirements of Party work and political work in the new situation; proactively propose and effectively implement solutions to ensure that Party work and political work are carried out regularly, promptly, widely, and with increasingly high quality. At the same time, it is necessary to advise and direct the building of a contingent of cadres, especially strategic and campaign-level cadres and political cadres in the entire Army with high quality, equal to the task; have comprehensive knowledge, deep professional capacity and flexibility, creativity in directing practical activities; exemplary in political qualities, ethics, lifestyle, style, and working manners.
Fourth, focus on directing the improvement of the quality of political and ideological education work in the entire army, especially the innovation and improvement of the quality of research and study of Marxism-Leninism, Ho Chi Minh's thought, the Party's viewpoints and guidelines, and the State's policies and laws; educating patriotism and the fine traditions of the Party, the nation, the Army and the unit; contributing to building cadres and soldiers of the entire army to always have a steadfast and firm political stance, be absolutely loyal to the Fatherland, the Party, the State and the People, clearly identify partners, objects, plots and sabotage tricks; prevent and combat "self-evolution" and "self-transformation" within the organization; be exemplary and take the lead in protecting the Party's ideological foundation.
Fifth, proactively and closely coordinate with central and local departments, ministries, branches, and organizations in building and consolidating the national defense and the national defense posture, in conjunction with the people's security, the people's security posture, and a solid "people's hearts posture". Strengthen coordination in effectively implementing information, propaganda, and education work, raising awareness and responsibility of the entire political system, of all levels and branches, of each cadre, party member, and each citizen for the tasks of national defense, security, and protecting the Fatherland. Coordinate research, assessment, and accurate forecasting of the situation, timely handling of defense and security situations, avoiding passivity and surprise, firmly protecting territorial sovereignty and national and ethnic interests.
