Hai Phong is one of the localities directly affected by storm No. 3 with a large level of damage, estimated at more than 13,000 billion VND in total damage. The city plans to spend more than 1,200 billion VND from budget reserves, cut regular expenditures and public investment expenditures, and financial reserve funds to overcome the damage caused by storm No. 3. Up to now, the city's socio-economic infrastructure has basically been restored, and production and business activities have continued.
Some key economic indicators continued to have good growth compared to the same period in 2023: GRDP growth rate in the first 9 months of 2024 reached 9.77% (plan to increase 11.5-12%), ranked 8th in the country, 1.43 times higher than the average growth rate of the whole country. Foreign investment attraction reached over 1.78 billion USD, reaching 89% of the annual plan. Total state budget revenue in the area in the first 9 months reached over 87,800 billion VND, an increase of over 34% over the same period; equal to about 90% of the estimate assigned by the Central Government.

Permanent Deputy Prime Minister Nguyen Hoa Binh highly appreciated Hai Phong in the work of preventing and overcoming the damage caused by storm No. 3. Permanent Deputy Prime Minister also praised Hai Phong's results in implementing national target programs, especially new rural areas and developing social housing to serve the relocation of 41 old apartment buildings. In addition to the achieved results, Hai Phong needs to accelerate to achieve the growth rate target, disburse public investment capital and overcome difficulties to collect budget revenue according to the set plan.
Permanent Deputy Prime Minister requested ministries and branches to create favorable conditions for the legal corridor for the city to deploy and make breakthroughs in the next term. Regarding Hai Phong's proposal on the coastal road, Permanent Deputy Prime Minister said that further research is needed so that the project can become a full-line expressway, maximizing its effectiveness.
