After Ninh Binh province declared a natural disaster emergency due to the landslide and collapse of the Hai Thinh 3 sea dike roof on the Hai Hau sea dike (Hai Thinh commune), Deputy Prime Minister Tran Hong Ha and the working delegation directly inspected and directed the work to overcome the incident at this sea dike.
Reporting to Deputy Prime Minister Tran Hong Ha, Mr. Pham Quang Ngoc - Chairman of Ninh Binh Provincial People's Committee said that due to the impact of storm No. 10 (storm Bualoi), Hai Thinh commune has experienced strong winds, big waves and prolonged rain, causing serious damage to the sea dyke.
At km25+570, the embankment roof collapsed, many structures were hit by waves, forming a landslide hole with an area of about 20x15m. Currently, large waves continue to cause landslides, threatening the safety of works and neighboring residential areas.
On the afternoon of September 28, the emergency reinforcement work was deployed and completed at 9:30 p.m. the same day.
However, by the morning of September 29, big waves and strong winds continued to cause the foot of the dike to erode by about 75m.
Faced with complicated developments, the Provincial People's Committee requested the Hai Thinh commune government to closely monitor, organize the evacuation of people from dangerous areas, put up warning signs and prohibit vehicles from passing.
The authorities mobilized about 500 police officers and soldiers, along with 30 trucks, 15 cranes and materials such as sand, stone, and concrete from many enterprises to urgently handle the incident.
It is expected that the basic repair work will be completed on the night of September 29. At the same time, the province has also prepared a backup plan such as building sand dikes to isolate and limit damage.
After listening to reports from the locality, Deputy Prime Minister Tran Hong Ha acknowledged and praised the efforts of authorities at all levels in promptly handling landslides and preventing the risk of spreading.
The Deputy Prime Minister suggested that Ninh Binh province soon coordinate with competent authorities to re-evaluate the quality and effectiveness of the sea dike project, and at the same time study and establish a project to build about 3 km of additional breakwaters following the sections under implementation, in order to strengthen the protection of the sea dike.
The Deputy Prime Minister assigned the Ministry of Agriculture and Environment to coordinate and support Ninh Binh province in reviewing and carefully analyzing the causes of landslides based on marine dynamics, avoiding temporary reinforcement on weak soil, prone to re-ellslides during major storms.
