Quang Binh - The Provincial People's Committee requested localities to review and improve the entire commune-level administrative apparatus, ensuring streamlining, improving management and service efficiency for people.

The People's Committee of Quang Binh province has just issued a document on the arrangement of district and commune-level administrative units in the 2023-2025 period.

The People's Committee of Quang Binh province requested departments, branches and localities to urgently review and resolve difficulties and problems related to the arrangement work, and at the same time propose appropriate solutions in accordance with regulations.

Localities must improve the organizational structure, reorganize the team of cadres, civil servants, public employees and workers at district and commune-level administrative units after implementing the arrangement. The conversion of seals and related documents of individuals, organizations and enterprises due to changes in administrative boundaries also needs to be carried out synchronously, avoiding affecting people and production and business activities.

Along with that, the province also requires localities to focus on resolving the regime and policies for cadres, civil servants, public employees and non-professional workers who are redundant after the arrangement. The handling of headquarters and public assets must also comply with regulations, avoiding waste.

The People's Committee of Quang Binh province also emphasized the need to prepare necessary conditions to develop a comprehensive plan to reorganize district and commune-level administrative units for the period 2026-2030. In particular, localities need to review the number of commune-level administrative units that have not been reorganized in the 2023-2025 period to ensure optimization of reorganization in the next period.

The Department of Finance is responsible for advising the Provincial People's Committee to provide support funds for supporting the implementation of administrative unit reorganization.

The Department of Home Affairs is assigned to monitor and urge agencies, units and localities to implement, and at the same time synthesize difficulties and problems to report to the Provincial People's Committee for timely consideration and resolution.

This arrangement of administrative units not only aims to streamline the apparatus and improve management efficiency but also aims to prepare well for the Party Congresses at all levels for the 2025-2030 term and elect People's Council delegates at all levels for the 2026-2031 term.
