On the afternoon of November 20, the People's Public Security Communications Department (X04, Ministry of Public Security) organized a communication seminar on draft laws drafted by the Ministry of Public Security.
Lieutenant Colonel Trieu Manh Tung - Deputy Director of the Department of Cyber Security and High-Tech Crime Prevention (A05, Ministry of Public Security) - said that the 2025 Cyber Security Law project was built on the basis of merging the 2018 Cyber Security Law and the 2015 Cyber Information Security Law.
Regarding new points compared to the two previous laws, the merger of the two laws requires adding the provisions of the 2015 Law on Information Security to the 2018 Law on Cyber Security to create consistency.
At the same time, a number of new contents were added to ensure compliance with the practical situation and major policies of Party and State leaders in the development of science and technology, as well as ensuring cyber security in Vietnam.
He emphasized that adding new regulations on data security is very important. Currently, agencies, ministries and localities are implementing strong digital transformation, building national data centers, as well as large internal data systems and component data systems.
An important content in the draft Law on Cyber Security is the regulation on requiring businesses providing services on cyberspace to be responsible for identifying IP addresses and providing information to specialized forces to protect network security when required.
According to Lieutenant Colonel Trieu Manh Tung, this is an important content, the IP address is a digital address assigned to Internet subscribers or mobile phone subscribers, helping to identify users of digital means and devices accessing the network.
However, currently, due to many reasons such as the conversion from IPv4 to IPv6; the process of upgrading infrastructure of service providers and resources is not synchronous, IP identification is facing many difficulties.
"Some IP addresses cannot accurately identify users, leading to inadequate investigation, verification, and handling of violations.
Therefore, the regulation on IP address identification in the 2025 Cyber Security Law project is necessary to serve state management and investigate and handle violations" - Lieutenant Colonel Trieu Manh Tung emphasized.
The 2025 Cyber Security Law also adds regulations on funding for cybersecurity protection. Agencies, organizations, state-owned enterprises, and political organizations must ensure at least 10% of the total cost of developing projects, projects, programs, investment plans for application and technology development to protect network security.
This is a new regulation, demonstrating the Government's direction in building information technology systems, ensuring that systems are adequately protected against common domestic and international attacks;
Encourage agencies and organizations in the political system and state-owned enterprises to use Vietnam's cybersecurity industrial products and services, ensuring standards and regulations, and improving autonomy.

Major General Do Trieu Phong - Director of Department X04 - proposed to increase propaganda on platforms about cybercrime. He emphasized the seriousness of the recent situation, especially for young people - the most "victim" of cybercrime. The necessity and urgency of the law is "extremely important".
