Ms. Nguyen Thu (character's name has been changed) is a Vietnamese person residing abroad but still holds a Vietnamese passport and a copy of her ID card (Ms. Thu used to have a household registration in District 10, Ho Chi Minh City).
Recently, she married her husband who lives in Dong Cuong commune, Yen Lac district, Vinh Phuc province.
"Currently, I want to apply for household registration at my husband's house and issue an ID card, what steps need to be taken?" - Ms. Thu wondered.
Regarding the above recommendation, the Ministry of Public Security responded on the Electronic Information Portal.
According to the Ministry of Public Security, the 2023 Law on Identification and guiding documents have added a number of regulations to ensure that all Vietnamese citizens are allowed to collect and update information in the National Population Database and issue ID cards.
Accordingly, Clause 6, Article 5 of Decree 70/2024/ND-CP dated June 25, 2024 of the Government guiding the Law on Identification 2023 stipulates in detail the collection and updating of citizens' information in the National Population Database.
The Decree clearly states that the commune-level police where citizens reside are responsible for collecting and updating information about citizens residing in the management area into the National Population Database from the settlement of registration, declaration procedures, and adjustment of citizens' residence information; residence management books; coordinate with competent authorities to collect and update citizens' information from the Electronic hoential database or documents, and hoential management books.
Based on the above regulations, the Ministry of Public Security recommends that citizens go to Dong Cuong Commune Police for instructions on permanent residence registration procedures.
Based on the above regulations, Ms. Thu is requested to go to Dong Cuong Commune Police to be instructed on the procedures for registering permanent residence with her husband who has a permanent residence in Dong Cuong Commune, Yen Lac District, Vinh Phuc and collect and update information in the National Population Database.
After having information in the National Population Database and having a personal identification code established, she must go to the ID Management Agency to carry out the ID issuance procedures according to the provisions of the law on residence and ID.
