On May 26, in Hanoi, Member of the Party Central Committee, Vice Chairman of the National Assembly Nguyen Thi Thanh chaired a meeting on the preparation for organizing the National People's Council (HĐND) Conference to deploy directions and tasks for the 2026 - 2031 term.
The National People's Council Conference to deploy directions and tasks for the 2026-2031 term is expected to take place in 2 days, from May 27 - 28, 2026, organized in a direct combined online form, connected with 33 bridge points in provinces and cities directly under the Central Government.
Speaking at the working session, Vice Chairman of the National Assembly Nguyen Thi Thanh stated clearly that from July 1, 2025, the implementation of the 2-level local government model and the policy "localities decide, localities do, localities take responsibility" set out new requirements for People's Councils at all levels.
From the beginning of the 2026 - 2031 term to now, the organization and operation of People's Councils at all levels have gradually become regular. Currently, the National Assembly and relevant agencies are continuing to improve the system of policies and laws so that the People's Councils can perform their functions and tasks more effectively.
The National People's Council Conference to deploy directions and tasks for the 2026 - 2031 term, in addition to summarizing and deploying directions and tasks, is also an opportunity to share digital transformation experiences in the operation of elected agencies.
This leader requested that the preparation work must be carefully reviewed, ensuring that the Conference takes place safely, economically, scientifically, effectively, and practically.
Along with that, agencies must coordinate smoothly in the preparation of content, protocol, logistics; promote propaganda, emphasize the authority and specific capacity of the People's Council in implementing the Party's strategic guidelines and resolutions and the policy "localities decide, localities do, localities take responsibility"...
Units need to complete the preparation for the Conference; prepare detailed documents and update information for delegates; closely coordinate between agencies to ensure the Conference takes place successfully and well.
The conference aims to assess the activities of the People's Councils of provinces and cities for the 2021-2026 term; strengthen the direction and responsibility of the National Assembly Standing Committee in supervising and guiding the activities of the People's Councils.
Deploying orientations, tasks and solutions to contribute to continuing to innovate and improve the quality and efficiency of the activities of the People's Councils of provinces and cities in the 2026-2031 term with the motto: "Localities decide, localities do, localities take responsibility". Thereby, contributing to raising awareness and promoting the concern and consensus of voters and people from all walks of life for the activities of the People's Councils.
