The Ministry of Home Affairs has just issued Official Letter No. 079/BNV-CCVC, giving opinions on the regime and policies for cadres and civil servants who are not re-elected or reappointed at party congresses at all levels.
The document clearly stated that, implementing Directive No. 35CT/TW dated June 14, 2024 of the Politburo on organizing Party congresses at all levels, towards the 14th National Congress of the Party, the Government issued Decree No. 177/2024/ND-CP dated December 31, 2024, stipulating the regime and policies for cadres who are not re-elected, not reappointed and cadres who quit or retire at will.
However, on February 28, 2025, the Politburo and the Secretariat issued Conclusion No. 127-KL/TW on the implementation of research, proposing to continue to reorganize the apparatus of the political system. Notably, Clause 7, Section II of this conclusion clearly states: "Temporarily suspend the organization of Party congresses at the commune and district levels; after the 11th Conference of the Party Central Committee, the Politburo will have specific instructions and instructions".
On that basis, along with the proposal of some localities, the Ministry of Home Affairs requested that from March 5, agencies, organizations and units temporarily not implement the settlement of regimes and policies for cadres and civil servants at the commune and district levels within the scope of regulation of Decree No. 177/2024/ND-CP.
For cases that have been decided by competent authorities to enjoy the regime and policies according to Decree 177 before March 5, these benefits will remain the same.
The Ministry of Home Affairs requests the Provincial Party Committees, City Party Committees, People's Committees of provinces and centrally run cities to direct their agencies, organizations, and affiliated units to seriously implement the instructions.
