According to the Government Authority of Information and Communications, the meeting was attended by Vietnamese experts and intellectuals who have been and are making important contributions in the fields of artificial intelligence (AI), computer science, automation, public policy, health, finance and banking, data security and safety, sustainable materials, financial technology (fintech), and e-commerce.
General Secretary and President To Lam said that in science and technology, the gap between Vietnam and previous countries is still far, not yet mastering many core technologies; conditions for research are still lacking, the team of highly qualified experts has not met the needs, posing a strong change requirement. The Party and State determine to persistently and drastically overcome limitations, create conditions, and encourage scientists to research and create to bring practical and effective products. In the immediate future, it is necessary to continue to remove obstacles in policy implementation, allocate focused investment resources for research and improve training quality, and also need a reasonable mechanism for risks in scientific research.
General Secretary and President To Lam pointed out a very noteworthy new point of Resolution No. 23-NQ/TW which is to require agencies to accompany and build mechanisms so that overseas Vietnamese can participate more deeply. To achieve this, the country must know how to listen early, be ready to share information and jointly identify work. Resolution No. 23-NQ/TW also clearly states the responsibility of the Party and State in caring for and protecting the legitimate and lawful rights and interests of Vietnamese people abroad.
General Secretary and President To Lam emphasized that Resolution No. 23-NQ/TW highly values the spirit of receptiveness to constructive opinions, including different viewpoints, for the common benefit of the country. Each person has different experiences, so perspectives may also be different. The Party and State hope for open exchanges, in which commentators are fully presented and receivers really want to understand, in order to foster trust between the two sides.
General Secretary and President To Lam emphasized that returning or continuing to work abroad is a choice associated with each person's profession, family and circumstances. The Party and State respect those choices. People who want to return need support to be able to stabilize their lives and work long-term. People who are abroad can also find ways to participate conveniently, in accordance with their time and responsibility.
General Secretary and President To Lam requested the Ministry of Foreign Affairs and Vietnamese representative agencies in the US to coordinate and fully summarize the opinions at the meeting, forward them to the correct responsible agency and monitor the response; there should be clear contact points for overseas Vietnamese to continue to send comments after the meeting. Proposals that need further research must be informed about the progress; things that cannot be implemented also need to be clearly explained. General Secretary and President To Lam requested functional agencies to create the best possible conditions for those contributions.
The Ministry of Science and Technology, the Ministry of Education and Training and related ministries and sectors need to proactively invite Vietnamese experts and researchers abroad to participate in contributing opinions from the time of policy making, determining research tasks and designing training programs. For issues with different opinions, it is necessary to organize professional exchanges thoroughly. The results of reception must be reflected in the adjustment of content or in the reasoned explanation sent back to the contributors.
General Secretary and President To Lam hopes that receiving opinions from Vietnamese intellectuals abroad will become a regular task. Domestic agencies clearly state the issues they are in need of advice, so that professionals know and choose to participate. After a period of cooperation, the two sides will look back at what is useful, what is still stuck and where needs to be corrected.
According to General Secretary and President To Lam, the spirit of serious and effective work will create confidence for experts to continue to stick together.
