According to the Submission of the Organization Committee of the National Assembly Party Committee, the establishment of a thematic Research Department directly under the National Assembly Party Committee is necessary to concretize the policy of the Politburo and the Secretariat.
At the same time, create a mechanism to gather and promote the contingent of cadres under the decision of the Politburo and the Secretariat to mobilize, assign, and arrange to participate in thematic research.
Regarding tasks, the Department focuses on researching, summarizing practice, and advising on innovating the organization and operation of the National Assembly, the National Assembly Standing Committee, and agencies of the National Assembly.
Improve the quality of legislation, supreme supervision, and decision-making on important issues of the country; organize and operate people's petitions, contact voters, and supervise the resolution of voters' and people's petitions.
The establishment of the Department of Digital Transformation is consistent with the requirements of implementing breakthroughs in science, technology, innovation and digital transformation; meeting the requirements of building a digital National Assembly, data management, artificial intelligence application, ensuring digital infrastructure, digital platforms, information security, and providing source information on the activities of the National Assembly in the digital environment.
At the same time, create a specialized focal point with sufficient authority, capacity, and organizational conditions to advise, manage, and unify the implementation of digital transformation tasks in the system of National Assembly agencies.
Regarding position, function and model, the Digital Transformation Department is a type II Department directly under the National Assembly Office, with legal status, separate seal and is allowed to open accounts according to regulations.
Performing the function of advising and assisting the Secretary General of the National Assembly - Chairman of the National Assembly Office in unified management and organization of the implementation of digital transformation, science, innovation, artificial intelligence application, digital infrastructure development, digital platforms, and digital data.
Manage and operate the digital ecosystem of the National Assembly; provide source information, information, legislative knowledge and policy communication in the digital environment to serve the activities of the National Assembly.
Regarding organizational structure, the Department has a Director and no more than 3 Deputy Directors; the internal apparatus includes 3 affiliated departments.
At the Conference, the Standing Committee of the National Assembly Party Committee agreed with the submission and approved the decision to establish a thematic Research Department directly under the National Assembly Party Committee; The National Assembly Standing Committee agreed with the submission and approved the Resolution on establishing the Digital Transformation Department under the National Assembly Office.
