Speaking at the conference, Lieutenant General Bui Quang Thanh - Chief Inspector of the Ministry of Public Security emphasized that ensuring national security and social order and safety is a key task of strategic significance in the context of deep international integration.
The inspection aims to comprehensively assess law compliance, clarify achieved results, point out shortcomings, limitations and responsibilities of organizations and individuals; thereby proposing solutions to improve mechanisms and policies, and improve the effectiveness and efficiency of state management.
According to the Decision, the subjects of inspection are Bac Ninh Provincial People's Committee and relevant agencies and units such as: Provincial People's Committee Office, Provincial Police, departments, branches, district-level and commune-level People's Committees; organizations and businesses with activities related to foreigners.
The inspection period is from January 1, 2023 to the time of inspection, the inspection period is 45 days from the date of announcement of the decision.
At the conference, representatives of the Inspection Team announced the Inspection Decision on the compliance with legal regulations focusing on the following areas: Entry, exit, and residence of foreigners in Vietnam; exit and entry of Vietnamese citizens; counter-terrorism work; protection of important political, economic, diplomatic, scientific and technical, cultural and social goals guarded and protected by the People's Police force with armed responsibility.
At the same time, disseminate the plan and expected inspection schedule.
Accordingly, the delegation will conduct inspections of 5 key content groups, including: The work of thoroughly grasping and implementing legal documents; organization of implementation; inspection and resolution of complaints and denunciations; application of preventive measures, detection and handling of violations; and preliminary review, summary, and reporting work.
Direct inspection activities are expected to take place from March 30 to May 15, 2026.
Speaking at the conference, Mr. Mai Son - Standing Vice Chairman of Bac Ninh Provincial People's Committee affirmed that Bac Ninh province is always clearly aware of the role of inspection and examination in state management. This inspection is an opportunity for the locality to objectively assess the current situation, promote the achieved results, and promptly rectify existing shortcomings and limitations.
Mr. Mai Son said that Bac Ninh province is an area with many industrial parks, attracting a large number of foreigners. In 2025, the province recorded more than 520,000 foreign entrants, of which about 30,000 people regularly reside and work, posing high requirements for management work.
To make the inspection effective, the Standing Vice Chairman of Bac Ninh Provincial People's Committee requested agencies, units, and businesses to prepare complete dossiers and documents; arrange focal points; closely coordinate with the Inspection Team and promptly reflect difficulties and obstacles in the implementation process.
Concluding the conference, Lieutenant General Bui Quang Thanh emphasized that inspection must be associated with the requirement not to affect the normal operation of agencies and units, especially in the context that the locality is implementing many key socio-economic development tasks.
The conclusions and recommendations need to be accurate and feasible, contributing to improving the efficiency of state management and ensuring security and order in the area.
