Mr. Ha Van Xuan (name of the character has been changed) said that he is a person working at the Military Command of the commune level who has had a decision to resign from February 2026 due to the reorganization of the apparatus.
He wondered how far the promulgation and implementation of the Resolution stipulating policies and regimes for this force has been implemented to ensure the rights of those who quit their jobs.
Regarding his proposal, the Ministry of Home Affairs has responded on the Electronic Information Portal.
According to the Ministry of Home Affairs, implementing Resolution No. 66/12/2026/NQ-CP dated January 26, 2026 of the Government, the Ministry of Home Affairs has coordinated with ministries, branches, and localities to develop and submit to the Government for promulgation Resolution No. 167/NQ-CP dated June 26, 2026 on applying the policy of streamlining staff for people working at the Military Command of communes, wards, and special zones who quit their jobs due to the reorganization of the Military Command of communes, wards, and special zones.
According to Resolution 167, people working at the Military Command of communes, wards, and special zones (hereinafter referred to as the Military Command of commune level) who quit their jobs due to the reorganization of the Military Command of commune level according to Resolution No. 66/12/2026/NQ-CP dated January 26, 2026 of the Government are subject to the staff streamlining policy specified in Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government.
In case when applying the above-mentioned staffing policy, if the staff reduction allowance for the job position being held is lower than the staff reduction allowance for the job position before recruiting civil servants according to Law No. 98/2025/QH15, it is allowed to choose to enjoy the most beneficial policy.
Assign the People's Committees of provinces and centrally-run cities to direct agencies, organizations, and units under their management to compile a list of resigned subjects; estimate the amount of money to implement policies for each case according to Decree No. 154/2025/ND-CP and Article 1 of this Resolution, and submit it to competent authorities for consideration and decision according to management decentralization, ensuring completion before September 1, 2026.
