Secretary of the Party Central Committee, Chief of the Party Central Committee Office Le Hoai Trung - Deputy Head of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation Development (Steering Committee) has just signed and issued the Conclusion Notice of General Secretary To Lam - Head of the Steering Committee at the Conference to review the work in the first 6 months of the year and key tasks for the last 6 months of 2025 to implement Resolution No. 57-NQ/TW (Third Session).
The conclusion notice clearly stated that in order to create a strategic breakthrough in the development of science, technology, innovation and national digital transformation in the spirit of Resolution No. 57-NQ/TW, Party committees, Party organizations, agencies, units and localities continue to promote the spirit of political determination, focus on leadership, direction, and synchronously and effectively implementing key tasks.
In particular, heads of departments, ministries, branches and localities continue to improve their sense of responsibility, have high political determination, be determined, persistent, steadfast, and do it to strengthen the trust of the whole society; focus on directioning resolutely, prioritizing the adequate and timely allocation of resources to complete assigned tasks, especially tasks that have passed the deadline.
Regarding human resource assurance, the Conclusion Notice clearly states that the Ministry of Home Affairs shall preside over and coordinate with the Ministry of Science and Technology, the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Foreign Affairs to urgently develop and promulgate mechanisms and policies to attract human resources, scientific and technological talents, innovation and digital transformation at home and abroad, especially high-quality human resources in key technology industries (artificial intelligence, semiconductors, new materials, etc.); have special compensation policies (exceeding the salary framework, housing, working environment) to attract at least 100 leading experts to work in the country. Complete in August 2025.
The Ministry of Science and Technology shall preside over and coordinate with relevant ministries and agencies to develop a Project for development, promoting talents, especially leading experts to serve the development of science, technology, innovation and national digital transformation; deploy a Talent Attraction Strategy to 2030, with a vision to 2050. Complete in September 2025.
Also according to the Concluding Notice, the Ministry of Education and Training will preside over the development and submission to competent authorities for promulgation: Higher education strategy framework; Project to review and reorganize the system of research institutes in higher education institutions and higher education institutions in research institutes, the co-opssion mechanism between research institutes and higher education institutions. Completion in October 2025.
Research and build a database on domestic and foreign intellectuals (including overseas Vietnamese) working in the fields of science and technology to serve the work of high-quality human resource policy making.
Chair and coordinate with the Ministry of Science and Technology, the Ministry of Home Affairs, and the Ministry of Foreign Affairs to develop and submit to the Prime Minister for approval a full scholarship program for young scientists and excellent students to train at the world's leading universities on strategic technologies (semiconductors, artificial intelligence, biotechnology, etc.). Submit to the Prime Minister in October 2025.
Preside over and coordinate with the Ministry of Finance, the Ministry of Home Affairs, the State Bank of Vietnam and relevant localities to review and count the needs for building schools and boarding areas for teachers and students in remote, isolated, border and island communes. Completion in August 2025.
